RECRUITMENT IN ASSAM RIFLES

Assam Rifles recruitment rally will be held at Dimapur (Nagaland) and Guwahati (Assam ) from 14 Sep 2011 onwards for enrolment of male candidates from following states for the posts mentioned against each :-

RECRUITMENT RALLY AT DIMAPUR (NAGALAND). The rally will be conducted for enrolment of candidates belonging to the undermentioned states for the posts specified against each :-

Age limit: The candidate's age limit is between 18 to 23 years as on 01/08/2011, relaxation as per rules.

Educational qualification: candidates see the advertisement for more details of educational qualification.

Application fee: Demand draft for Rs 50/- (No fee for SC/ST candidates) in favour of Directorate General Assam Rifles payable at SBI DGAR, Shillong, Code No. 7338.

Selection procedure: The mode of selection is written test/physical standard/physical efficiency test basis.

Note :- 1. Persons suffering from not less than 4Oo/o ol the relevant
disability shall
alone be eligible for the benefit of reservation.
2. The'candidate should be in possession of disability certificate in the
prescribed form issued by the competent authority in this regard.

3. Eligibility Conditions:
(i) The candidate must be a citizen of India.
(ii) Age Limit : (a) Shall not be less than 21 years and not more than
30 years as on
31st December, 2010.
(b) The upper age limit is relaxable by 5 years for SC/ST, 3 years for
OBC and 10
years for Persons with Disabilities. Candidates belonging to SC/SVOBC
who are also
physically handicapped will be eligible for grant of cumulative age
relaxation under
both the categories.
(c) Further, the upper age limit is relaxed by 5 years for candidates
of all categories
as a one time measure by the Government and the maximum age limit for all
categories of candidates shall be as under :-
(i) 35 years for General category;
(ii) 38 years for OBC;
(iii) 40 years for SC & ST;
(iv) 45 years for physically handicapped candidates belonging to General
category;
(v) 48 years for physically handicapped candidates belonging to OBC;
and
(vi) 50 years for physically handicapped belonging to SC & ST.

(iii) EducationalQualifications:
A candidate must hold a degree of any of the Universities incorporated
by an Act of
the Central or State Legislature in India or other Educational
Institutions established
by an Act of Parliament or declared to be deemed as a University under
Section 3 of
the University Grants Commission Act, 1956 or possesi an equivalent
qualification as
prescribed under Clasue 6 (iii) of Schedule II, Chapter I of the
Manipur Civil Services
Combined Competitive Examination Rules, 2010.
Note:l All candidates, who are declared qualified by the Commission for taking
Combined Competitive (Main) Examination will be required to produce
proof of passing the requisite examination along with their application for
the Main Examination failing which candidates will not be admitted to the
Main Examination.
Note:2 Candidates possessing professional and technical qualifications which are
recognized by the Government as equivalent to professional and technical
degree would also be eligible for admission to the Examination.
Note:3 Candidates who have passed the final professional MBBS or any other
Medical Examination but have not completed their Internship by the time
of submission of their application for Combined Competitive (Main)
Examination, will be provisionally admitted to the Examination provided
they submit along with their application a copy of certificate from the
concerned authority of the University/Institution that they had passed the
requisite final professional medical examination. In such cases, the
candidates will be required to produce at the time of their interview,
original degree or a certificate from the concerned competent authority for
the University/Institution that they had completed all requirements
(including completion of Internship) for award of the Degree.

No restriction for SC/ST candidates who are othenruise eligible.
A physically disabled person will get as many attempts as are available to
other non-physically handicapped candidates of his or her community,
subject to the condition that a physically handicapped candidate belonging to
General Category shall be eligible for seven attempts. The relaxation will be
available to the physically handicapped candidates who are eligible to avail of
reseruation applicable to such candidates.
An attempt at a Preliminary Examination shall be deemed to be an attempt at
the Examination.
Notwithstanding the disqualification/cancellation of candidature, the fact of
appearance of the candidate at the examinafion will count as an attempt.

4. FEE : Rs. 200/-(Gen & OBC) and Rs. 50/- (SC & ST) in cash payable
to the Secretary, Manipur
Public Seruice Commission, Imphal. Physically handicapped candidates
are exempted from payment
of fee. Any other forms of payment will not be entertained.
Applications not accompanied by the full
prescribed fee will not be considered except for the physically
handicapped candidates.
5. The prescribed application forms along with syllabi for Preliminary
Examination
will be available free of cost from the counter of the office of MPSC
during office hour
from 27.11.2010. The candidate may also download the application'forms
along with syllabus for
Preliminary Examination from the Commission's website,' htto: mpscmaniour.aouin,
6. The candidate or his/ her representative shall submit in person/ by
hand the dully filled in
application forms along with the self addressed stamped(Rs 5i,
envelope of the size of 23x10 cm. In
no case the candidates should submit their application forms through
postal seruice/ couriers in the
wake of the uncertainty of postal seruices at this present juncture.
Loss or delay due to postal service
will not be the responsibility of the Commission and no claims in such
matters will be entertained.
7. All candidates in service other than casual or muster roll will be
required to state in the
application Form that they have informed in writing their
employer/controlling authority that they
have applied for the examination. In case the employer or the
controlling authority withholds
permission to the candidates applying for appearing at the examination
their application will be
rejected and his/her candidature will be liable to be cancelled.
B. The last date for issue and receipt of application form and
determination of age is
31.12.2010
9. No candidate will be admitted to the Preliminary/Main Examination
unless he/she holds a
certificate of admission from the Commission for that purpose.
10. The decision of the Commission as to the eligibility or othenruise
of a candidate for admission
to the Examination shall be final. If on verification at any time
before or after the Preliminary
Examination, Main Examination and Interuiew, it is found that a
candidate does not fulfill any of the
eligibility conditions, his/her candidature for the Examination will
be cancelled by the Commission.
11. A candidate who is, or has been, declared by the Commission to be
guilty of :-
(i) Obtaining support for his candidature by the following means, namely :-
(a) offering illegal gratification to, or
(b) applying pressure on, or
(c) blackmailing, or threatening to blackmail any person connected
with the conduct of
the examination, or
impersonating/ or
p;ocuring impersonation by any person or
submittihg fabricated documents or documents which have been tampered with, or
(v) making statement which are incorrect or false or suppressing information, or
(ii)

(vi) resofting to the following means in connection with his/her
candidature for the
examination, namely:-
(a) obtaining copy of question paper through improper means,
(b) finding out the pafticulars of the persons connected with secret
work relating to the
examination.
(c) influencing examiners, or
using unfair means during the examination, or
writing obscene matter during or drawing obscene sketches in the scripts, or
misbehaving in the examination hall including tearing of the scripts,
provoking fellow
examinees to boycott examination, creating a disorderly scene and the like, or
harassing or doing bodily harm to the staff employed by the Commission for the
conduct of their examination, or
(xi) violating any of the instructions issued to candidates along with
their admission
ceftificates permitting them to take the Examination, or
(xii) attempting to commit or as the case may be, abetting commission
of all or any of the
acts specified in the foregoing clauses
may, in addition to rendering himself liable to criminal prosecution,
be liable l-
(a) to be disqualified by the Commission from the Examination for
which he/she is a
candidate and/or
(b) to be debarred permanently-
(i) by the Commission, from any examination or selection held by them,
(ii) by the State Government from any employment under them; and
(c) if he/she is already in seruice under Government, to disciplinary
action under the
appropriate rules.
Provided that no penalty under rule shall be imposed except after -
(i) giving the candidate an opportunity of making such representation
in writing as
he/she may wish to make in that behalf, and
(ii) taking the representation, if any, submitted by the candidate,
within the period

The Combined Competitive Examination will consist of the Preliminary and the
Main Examination.
THE PRELIMINARY EXAMINATION will consist of only one paper viz.,
General Studies - 300
marks and will be of 3 (three) hours duration.

Indian Polity and Economy

Questions on General Science will cover general appreciation and
understanding of science including
matters of everyday obseruation and experience, as may be expected of
a well-educated person who
has not made a special study of any particular scientific discipline.
In current events, knowledge of
significant national and international events will be tested. In
History of India, emphasis will be on
broad general understanding of the subject in its social, economic and
political aspects. Questions on
the Indian National Movement will relate to the nature and character
of the nineteenth century
resurgence, growth of nationalism and attainment of Independence. In
Geography, emphasis will be
on Geography of India. Questions on the Geography of India will relate
to physical, social and
economic Geography of the country, including the main features of
Indian agricultural and natural
resources. Questions on Indian Polity and Economy will test knowledge
of the country's political
system and Constitution of India, Panchayati Raj, Social Systems and
economic developments in
India. On general mental ability, the candidates will be tested on
reasoning and analytical abilities.
Note : The question paper will be set in English and will be objective
type multiple-choice
questions.
THE MAIN EXAMINATION will consist of written examination and
Interview/ Personality Test.
The written examination will consist of the following papers : -
1) PAPER-I (General English) - 300 marks,
(2) PAPER- II (Essay) - 200 marks,
(3) PAPER-III & IV (General Studies) - 300 marks for each paper,
(4) PAPER-V, VI VII & VIII (any 2 subjects to be selected from the
list of optional subjects)
given below. Each subject will have 2 papers of 300 mark each.
Each paper will be of 3(three) hours duration.

IMPHAL, Nov 22 (AT)– The winter session of the Manipur Assembly is
likely to be held on December 22.

The decision was taken by the Manipur Cabinet with the Chief Minister
O Ibobi Singh in the chair recently. The seating is likely to last two
days.

For the time being there is no proposal for electing the Speaker of
the Assembly. The Deputy Speaker Kh Lokeshwor has been presently
looking after the post after Speaker Dr Sapam Budhichandra passed away
following prolonged illness.

Meanwhile, even though consumers get power for barely five hours a
day, the Cabinet meeting on Friday also decided to hike the power
charges by 30 per cent.

Spokesperson of the ruling Secular Progressive Front Ministry and
Irrigation and Flood Control Minister N Biren said that the Cabinet
has decided to hike the power charge from the existing rate citing
that the rate had remained un-revised for the last many years.

The Government took the decision taking into account the rate of tax
collected in the neighbouring States of Nagaland, Mizoram and Assam.
As per the Cabinet decision the existing per unit power consumption
charge of Rs 2.60 will be increased to Rs 3.25 with certain relaxation
to heavy power consumers. For them, the rate will be half the normal
charge, he said claiming that Mizoram State had already hiked the rate
from Rs1.45 to Rs1.65.

Considering the present law and order scnario the cabinet also decided
to extend imposition of disturbed area act for a year. The Cabinet
discussed the disturbed area status excluding seven Assembly
constituencies under Imphal Municipal Council where the Act was lifted
in 2004 following a massive public outcry.

The Cabinet also took a decision to compensate the losses of
properties damaged during the protest against the holding of elections
to the Autonomous District Council (ADC)s in the hill districts in May
and June last.

IMPHAL, Sep 23(TSE) : Though there is uncertainty on whe-ther the controversial Ti- paimukh Dam project would take off or not, a man is found to have duped as many as 117 aspiring candidates from across the four valley districts of the State and collected crores of rupees from them on false promise of providing jobs in the National Hydro Electric Power Corporation (NHPC) in connection with the construction of Tipaimukh Dam.
The man has been identified as Moirangthem Pishak s/o late Iboton of Moirang Khunou but staying at his wife's place at Uripok Polem Leikai.
Talking to mediapersons at Manipur Press Club here today, some of the aspiring candidates who have been cheated cautioned the public against frauds like Pi- shak.
They informed that Pi-shak collected the money on the assurance of recruiting them to various posts like personal officer, LDC, account officer, store in-charge, cashier, convenor, assistant officer, clerk, accountant, computer atten- dant, welder, attendant and mechanic in National Hydro Electric Power Corpo- ration (NHPC) in connection with the construction of Tipaimukh dam.
Pishak also showed them fake documents of NHPC related to the alleged recruitment of these posts to convince them to part with their hard earned mo-ney.
For the post of assistant officer, Pishak had taken anywhere between Rs 1 lakh to Rs 2.10 lakh, Rs 3.7 lakhs for the post of account officer, Rs 50,000 for the post of computer attendant, Rs 1 lakh for PRO, Rs 1.4 lakh for Peon and Rs 1.5 lakh for driver, etc. After having collected the amount, Pishak told the aspiring candidates to go for interview at Dispur Secretariat office at Guwahati on August 24. When the candidates reached there, much to their horror, they learnt that there was no interview or any recruitment process. The candidates also confirmed from the NHPC officials that the documents provided to them by Pishak were faked. Half an hour before the supposed interview, Pishak also reportedly telephoned to the candidates informing that the interview has been postponed.

Dialogue with Kuki outfits soon: CS

Manipur Chief Secretary DS Poonia has asserted that political dialogue with Kuki based militants maintaining ceasefire with government forces under tripartite suspension of agreement (SoO) would start soon.
"We have good conditions to start political dialogue with the signatory outfits (under SoO) and try to solve all the issues. The dialogue with the 18 Kuki militants, signatory of the tripartite SoO agreement with the Central and state government will be initiated at the earliest," the chief secretary said.
He was speaking as chief guest of the inaugural function of the "Camp Ebenezer" the designated peace camp of the Kuki National Front today at Sadar Hill in Senapati district. Local MLA of Saikhul Assembly constituency Doukhomang Kipgen, president of Kuki Women Union Manipur Rose Mangsi also attended the inaugural function.
"Terms and conditions of the dialogue will be chalked in the next round of tripartite talks scheduled on September 29 in which progress of implementation of the agreement arrived at last meeting held in New Delhi will be reviewed," Poonia said.
The separate tripartite Suspension of Operation (SoO) with the Kuki National Organisation (KNO) and the United People's Front (UPF) and Central and State government on one side existing since 2008 August 22 was extended by 45 days in a talk held in New Delhi on August 22 of this year.
The next round of talks is to be held on October 6 next and it will also chalk out modality of the political dialogue between the two organisations, official said.
The agreement also includes cadres of all signatory outfits to enter to their designated camps opened at different places and to deposit arms to be kept under double lock by September 20 which would be kept in the camp armoury or with the nominated Police/SFs.
Construction of 10 designated camps had so far been completed and cadres entered the camp and deposited their arms in the double lock armouries.
Rose Mangsi, president of Kuki Women's Union Manipur, speaking on the occasion, appealed the government not to do anything which would demoralize the cadres after they lodged at the designated camps.
"Governments should treat them with regard as they were stepping towards peace in the region," she added.
Mangsi, exhorting the cadres said that they should not be demoralized and can do many things for the welfare of the Kuki people.
Leaders of the KNF reiterated that the signing of SoO agreement and deposit of arms should not be treated as an end to the struggle of the outfit and appealed for sincerity of the Central government in bringing a settlement through political dialogue.
Reiterating their demands, they said a separate state for the Kuki in the hill area of Manipur will be among other agendas to be included in the political dialogue.

Earlier, Mary Kom (48kg) defeated Alice Kate Aparri of Philippines 8-1 in the semifinals. However, there was disappointment as well for India when Kavita (+81kg) settled for a bronze after losing 2-14 to Ukraine's Kateryna Kuzhel in the semifinals.

But Mary Kom, a mother-of-two from Manipur who is the only boxer to have won a medal in each edition of the World Championship, ensured that the Indian camp had something to cheer about.

AICC flays Mnp failure to protect Christians

All India Christian Council (AICC) has threatened to take Manipur government to court if the latter did not act on the directive of the National Commission for Minority (NCM) to pay a compensation of Rs 2.50 lakh to build a new church building in Chingmeirong Kabui, a Zeliangrong village in Imphal, which was damaged by the Village Council.
In order to protect their indigenous religion, the Village Council of Chingmeirong Kabui has been imposing ban on activities related to Christianity and served quit notice to its own village members who had converted to Christianity.
AICC secretary general, Dr John Dayal came down heavily on Manipur government for failure to take any action against the "unconstitutional resolution" passed by the village council stating, "No Christian activities like prayer, worship, singing and preaching is allowed within Chingmeirong Kabui village (ward no. 173), any living person violating this order will be punished…...".
He said that the Manipur government was served 15 days notice to submit a chargesheet but failed to take appropriate action. Dr. Dayal and AICC north regional secretary Rev Madhu Chandra who are camping in Imphal alleged that it was under this "unconstitutional" order passed by the Village Council/Village Chief of the village that members of the village destroyed church building and Christian houses. They flayed Manipur government for not taking appropriate action even though the NCM summoned chief secretary D. S. Poonia on September 7 at the Commission Office for failure to take up a case in connection with the church attack.
Rev Madhu Chandra said that a report on attacks on churches and Christians in Manipur compiled by the AICC had also been submitted to Manipur government. As per the report of fact-finding team, 20 cases of attack on Christians took place in Manipur from 1990 to 2004. Over 10 churches and Christian homes destroyed by anti-Christian elements.
It was alleged that that several village authorities in Manipur segregate Meetei Christians, Rongmei Christians and Nepali Christians.
The AICCC members said Manipur chief secretary had no idea about the series of attacks on Christians in Manipur. They said when the vice president of NCM, Dr H. T. Sangliana referred the fact-finding report to Poonia, the latter refused to acknowledge the crimes committed against Christian minorities which were also reported in local papers and cases registered at local police stations. The AICC also appealed Manipur chief minister to take up urgent steps to check human trafficking in the state pointing out that child trafficking in the name of religion and lucrative jobs outside the state was alarmingly increasing.(NP)

Naga body resumes indefinite blockade

IMPHAL, Sept 18 – Despite an appeal from the State Government, the United Naga Council (UNC) of Manipur has announced to intensify its ongoing agitation into an "Indefinite Blockade" from today.

"As there is no tangible response from the Government of India on our prolonged grievances, the UNC is constrained to intensify its ongoing agitation into an Indefinite Economic Blockade on NH-39, NH 53 & NH 150 with effect from 6 am today, to attain our demand of alternative arrangement," UNC's publicity wing said in a release.

The UNC had been extending its blockade on Imphal-Dimapur (NH 39) and Imphal-Silchar (NH 53) Highways since August 5, despite the appeals by Central and State Governments to call it off in the public interest.

The UNC release alleged, "This drastic decision was necessitated by the unmistakable fact that it has become impossible for the Nagas to protect their right to life, land, time honoured institutions, customary practices and values under the administration of the dominant and communal government of Manipur".

Earlier, Manipur Chief Secretary DS Poonia had said the blockade was uncalled for since the government is always open to dialogue".

Steps were being taken to ensure uninterrupted supply of essentials by deploying Central forces in Naga-dominated Senapati district.

NH 39 is the better-maintained and shorter of the two routes, but the former passes through Nagaland before entering Manipur while NH 53 snakes through a longer stretch. But it is in a pathetic condition – landslide-prone and has several temporary bridges that cannot withstand the weight of goods-laden trucks.

Manipur truckers have continued to avoid NH 39 citing extortion by militants and other organisations. This is the first time that the UNC is including NH 150 under the purview of the blockade. Earlier, it was confined to NH 39 and NH 53.(AT)

Mobile bank to cover every village by 2015: RBI

VARANASI, september 14 (PTI): Reserve Bank of India Deputy Governor K C Chakrabarty has said that there is plan to cover all the villages through mobile banks by 2015. Every villager would be financially included in the next 5 years, Chakrabarty told reporters.
Mobile bank is a facility under which vehicle authorised by a particular bank with officials reaches a particular village on specified time. The vehicle with bank official or authorised person provides limited services like deposit or withdrawal to villagers. RBI has prepared a road map to open a bank branch in the villages where there is appropriate space, he said. It has been decided that all the areas having a population strength of 2000 should get access to banking facility, he said.
In his Budget speech this year, the Finance Minister Pranab Mukherjee had spoken of the decision to provide appropriate banking facilities to habitations having population in excess of 2,000 by March 2012. Speaking about circulation of fake currency, Chakrabarty said, it is an issue related to security and police is being trained to deal with this. All the banks have been informed about the security features of Rs 500 notes, he said.

AYUSH hospitals to come up in Manipur

IMPHAL, Sept 15 – The Central Government will help Manipur to develop alternative treatment system through Ayurveda, Yoga and naturecure, Unani, Sidha and Homoeopathy (AYUSH).

S Jalaja, secretary, Ministry of Health and Family Welfare, department of AYUSH, told a press conference here today that the Centre had decided to establish nine AYUSH hospitals in all nine districts of Manipur.

In the first phase the Centre has earmarked Rs 10 crore for setting up an Ayurvedic college, including a 50-bed hospital in the State.

She further said that the Centre was ready to provide funds for establishment of a Homoeopathic college in Manipur if there was a proposal from the State Government. – PTI

IMPHAL, Sept 15 – The National Commission for Minorities (NCM) has served a 15 day notice to the Manipur Government to explain the State's failure to take up a case in Chingmeirong church attack incident, according to a release by All India Christian Council (AICC), Manipur Chapter.

A church building constructed inside the private compound of one Kaphun Kamei at Chingmeirong Kabui village near here was attacked and destroyed on December 14, 2008 after the village council had resolved that 'No Christian activities like prayer, worship, singing and preaching is allowed within Chingmeirong Kabui village Ward 173. Anybody violating this order would be punished under the rules and regulations of the village council.'

The village council had served a notice to the members of the village who had converted to Christianity, the release said.

The case was reported to police who arrested seven persons involved in the incident but they were released on bail.

"Since then, neither police nor the Manipur Government took any action to book the culprits and give justice to the victims", the release said. The AICC had submitted a memorandum to the State Chief Secretary to look into the matter three days after the incident alleging that "the unconstitutional rules and regulation" by Chingmeirong Kabui village violates the basic fundamental rights provided under the Constitution of India.

On September 7, NCM had summoned the State Chief Secretary DS Poonia and gave 15 days notice to submit chargesheet of the case. The Commission is expected to write to the State Government to compensate the victims.

Meanwhile, the AICC has appealed to both NCM and the State Government to ask Chingmeirong Kabui village authority to revoke the regulation imposed on Christians in the village, the release said.

"Over 10 churches and Christian homes were destroyed by anti-Christian elements. The village authorities in many villages have segregated many Meitei Christians, Rongmei Christians and Nepali Christians", the release said quoting a fact-finding report by AICC's Public Relation secretary Reverend Madhu Chandra and Legal secretary advocate Lansinglu Rongmei in 2004. Twenty cases of attack on Christians were reported from 1990 to 2004.(AT)

DoNER Ministry admits leakage of funds

NEW DELHI, Aug 2 – Admitting to massive leakage of Central funds, the Ministry for Development of the North Eastern Region (DoNER) has pleaded its inability to gauge the extent of the leakages.

In the last three years, the Central Vigilance Commission (CVC) has found irregularities in three of the five cases of alleged corruption. However, the extent of leakage could not be determined, said Minister for DoNER, Bijoy Krishna Handique, in a Rajya Sabha reply.

According to the CVC, they have dealt with a total number of five cases of alleged corruption, pertaining to the Ministry of DoNER during 2007-2009, added the Minister.

"No exclusive wing has been established in the CVC for the NER, informed Handique.

Adding further, the Minister said that his ministry lays major emphasis on monitoring and evaluation of its schemes and programmes. There is a rigorous scrutiny of the Detailed Project Reports (DPRs) within the Ministry, as well through line ministries, he said.

In addition, the Ministry has also set up a technical cell to facilitate the process. The Ministry follows a strict regime of utilisation certificates and field visits to monitor the implementation of its schemes in the north-eastern States, added Handique.

With huge sums of Central funds being pumped into the North-east, the focus has once again shifted on monitoring and curbing leakages of funds.

BJP's Kalraj Mishra, who tabled the question, wanted to know whether the CVC has identified massive leakage of Central funds earmarked for development of the NER and recommended an exclusive wing of CVC for the North-east.

With the unearthing of the Rs 1,000-crore scam in Dima Hasao district being probed by NIA and CBI separately, and admission by DoNER of CVC detecting another five cases of leakage, the pressure is now expected to mount on the Minister of DoNER to train its focus on vigilance and monitoring of utilisation of Central funds.

The serious angle of some of the Central funds reaching the militants has added to Centre's scare. Several such cases of siphoned Central funds being cornered by the militant outfits in Manipur had led the Centre to suspend release of Rural Development funds couple of years back.(AT)

Lamka, Jul 29: The 12-hour bandh called by COP- TAM to protest over-lap- ping census and manipu- lation of hill district boun- daries was marred by iso-lated violence forcing the district administration to im- pose prohibition under 144 (2) CrPC within the area of Kangvai, a frontier village.
A spate of lashing and stone pelting was reported since early today in Kang-vai and Phougakchao area as angry mobs attacked some members of Chura-chandpur District Stu- dents' Union allegedly for removing the PWD signboard at Kangvai village. The signboard had displayed in bold letters 'Wel- come to Bishnupur District.'
At least nine members of the union, including four of its executive members suffered injuries in the incident.
High ranking security officials from Churachandpur and Bishnupur had to intervene to subdue the mob that had gathered at Kangvai after the attack on the union leaders. A local cable network reporter also allegedly insulted and slapped during the commotion.
A stand-off ensued in the inter-district boundary thereafter for about a couple of hours but the police and an Army team managed to control the crowd that were in confrontation mode.
Soon after, the district administration of Churachandpur imposed restriction under 144 (2) CrPC 1973 to check any untoward incident.
The restriction passed 'ex parte' until further orders was imposed following information received from various sources and police that, there is likelihood of breach of peace and tranquility within Kangvai village jurisdiction in Churachandpur district in connection with the inter-district boundary, said the magistrate's order.
The CDSU, it is learnt has meanwhile issued a 24 hour deadline to two individuals and the line bus transporters, whom it accused of instigating the attack on them, for tendering apology. 'If they fail to do so, we will decide our future course of action,' sources in the union said.

IMPHAL, Jul 29: The Zomi Human Rights Foundation has strongly condemned assault of CDSU functionaries by some individuals belonging to the majority community at Kangvai area today.
A Foundation release issued by its Information and Publicity Department said apart from manhandling the CDSU functionaries who were enforcing the 12 bandh call, the rowdy elements damaged 4-5 vehicles used by the student leaders.
The rights body also took serious note of alleged 'overlapping census operation' in Sadar Hills, Chandel, Tamenglong and Churachandpur districts with the assertion that these districts had never been under the jurisdiction of the 'valley district administration'.
While highlighting that rights of indigenous people are recognised by the International Covenant on Economic, Social and Cultural Rights and clearly enshrined in the Indian Constitution, the Foundation alleged that successive Governments of manipur had been ignoring existence and rights of the indigenous peoples.
It also demanded that informed consent of the indigenous people with due respect to tribal people and their lands be obtained and to restore original jurisdiction of the district administration of the hill districts. (IFP)

12 hr bandh affects normal life in CCpur

Churachandpur, July 29: The 12 hour bandh called by the Committee for Protection of Tribal Areas in Manipur (COPTAM) and supported by the Churachandpur District Students' Union (CDSU) affected normal life in the district today.

All shops and private institutions were closed and the roads wore a deserted look except for some pedestrians and small vehicles used by the bandh supporters or volunteers. The bandh started from 6 am and concluded at 6pm today.
All educational institutions except Rengkai Govt High School and Vimala Raina High School where Hindi examination was going on remained closed. Mediapersons, medical and some other essential public services were exempted from the purview of the bandh.

The bandh called to protest the overlapping in General Census 2011 was more or less peaceful except an incident at Phoubakchao/Kangvai, around 9 km from Lamka PS on Tidim Road where the CDSU, on hearing that there was some trouble, rushed to the spot. A scuffle followed and about 15 CDSU members were injured in the incident, according to an official report.
The incident occurred when some bandh supporters tried to remove the signboard displaying "Welcome to Bishnupur District" at Kangvai, and put it at Phoubakchao Lamkhai, which they said is the rightful boundary of the district, according to the source.

Some local reporters of TC Network and Hornbill Network were also assaulted by the villagers, and told them not to capture the incident, and tried to snatch their cameras, according to a source.

The CDSU President and some members reportedly sustained minor injuries. Churachandpur police rushed to the spot and tried to bring the incident under control. Some personnel of Moirang police allegedly used abusive words like, "You will later know whether Kangvai comes under Bishnupur district or not" to the CDSU leaders.

"Such a abusive words from the police will not solve the problem but may enlarge the boundary dispute to an even more serious situation," commented a CDSU leader.

It may be mentioned that the bandh was called to protest the overlapping in the General census 2011. Sources said that more than 84 villages from four hill districts have been included in the valley areas. The bandh supporters were demanding from the respective DCs/SDOs of the valley to hand over the Hill Land Records to their respective hill DCs/SDOs.
It may also be recalled that DC, Churachandpur, Ms Jacintha Lazarus, IAS, has assured that the district boundary disputes would be looked into by a Committee formed with the Chief Secretary as the chairman, and appealed to people not to hinder the census process.

In respect of Churachandpur district, more than 30 villages have been included in the valley district, according to a source.
Meanwhile, the CDSU in a briefing to the local pressmen strongly condemned the action of the Moirang police commandos, and appreciated the Churachandpur district police led by SDPO Manimohan for timely intervention. Chakka bandh in Ccpur today

Lamka, Jul 28: Protesting the existence of overlapping census in the exercise for 2011 at many parts of the state and condemning the attempt at changing district boundary, a complaint has been raised through the newly formed Committee on Protection of Tribal Areas, COPTAM, and a 12-hour Chakka Bandh called on July 29.

The bandh is to start from 6 am tomorrow. Medical services, electricity, water supply and the media have been exempted from the bandh.

Meanwhile, backing the Khuga dam local contractors in their fight for securing payment of their bills by the state government, the CDSU issued a press statement today stating that the Khuga dam had not been completed even after a lapse of 28 years.

The government instead of making efforts to ensure completion of the dam have sidelined it time and again.

The demands of the contractors and the manner of handling the issue had enraged all concerned with the result that the progress made in the construction was very tardy, it said.

All works at the dam site had stopped since April 20 this year, it further said adding due to the long-pending completion many of the dam structures had broken and needed repair.

Many undesireable incidents may take place if the government continues to remain silent towards the demands of the contractors, it said.(IFP)

Massive asteroid could hit Earth in 2182

London, July 29 (IANS): A massive asteroid might crash into Earth in 2182, scientists have warned. The asteroid, called 1999 RQ36, has a one-in-thousand chance of actually hitting the Earth at some point before the year 2200, but is most likely to hit on Sep 24, 2182.

The asteroid was first discovered in the year 1999 and is more than 1,800 feet across. If an asteroid of this size hits the Earth it would cause widespread devastation and possible mass extinction, reports the Daily Mail.

Scientists say that any attempt to try and divert the asteroid will have to take place at least 100 years before it is due to hit to have any chance of success.

If the asteroid had not been spotted until after 2080 it would have been impossible to divert it from its target, the scientists warned in a new research paper.

While the odds may seem long, they are far shorter than that of the asteroid Apophis, which currently has a one in 250,000 chance of striking the Earth in 2036.

A competition was launched in 2008 by the Planetary Society for designs for a space probe to land on Apophis and monitor its progress.

Maria Eugenia Sansaturio and scientists from the Universidad de Valladolid in Spain have used mathematical models to calculate the risk of the asteroid hitting the Earth anytime between now and the year 2200.

The impact from the asteroid that created the famous Chicxulub crater in Mexico would have caused 'mega-tsunamis' many thousands of feet high.

It is believed that this asteroid led to the extinction of the dinosaurs. Scientists around the world have long been discussing ways of deflecting potentially hazardous asteroids to prevent them from hitting the Earth.

One of the more popular methods is to detonate a nuclear warhead on an approaching asteroid to deflect it from its orbital path.

Last month, physicist David Dearborn of the Lawrence Livermore National Lab in the US argued that nuclear weapons could be the best strategy for avoiding an asteroid impact - especially for large asteroids and with little warning time.

India-Myanmar pact on combating terror hailed in NE

Guwahati, July 29 (IANS): A strategic pact signed between India and Myanmar has been hailed here in the Northeast as a major step forward in combating terror and boosting trade and commerce between the two neighbouring nations.

"The agreement between the two countries to offer mutual legal assistance in criminal matters would surely help in tackling insurgency in the Northeast with a number of militant groups active in the region having bases inside Myanmar," Biren Singh, senior Manipur Minister and State government spokesperson, told IANS.

The pact was signed in New Delhi on Tuesday during Myanmar military ruler Than Shwe's visit.

"Normally what happens is that after carrying out violent attacks in our region, militants sneak back to their bases in Myanmar and that complicates the matter. Now with both the countries agreeing to cooperate on combating terrorism, Northeast rebels would find it tough to take refuge in Myanmar."

India and Myanmar share a 1,640-km long unfenced border, allowing militants from the northeast to use the adjoining country as a springboard for hit-and-run guerrilla strikes on Indian soldiers.

At least half-a-dozen militant groups from India's northeast, where numerous tribal and ethnic groups are fighting for greater autonomy or independence, have training camps in northern Myanmar's thick jungles - all of them sheltered there under the patronage of the National Socialist Council of Nagaland-Khaplang (NSCN-K).

Among the Indian separatist armies operating out of Myanmar's northern Sagaing Division, apart from the NSCN-K, are the United Liberation Front of Asom (ULFA), the United National Liberation Front (UNLF), the People's Liberation Army (PLA), and the People's Revolutionary Party of Kangleipak (PREPAK).

India and Myanmar Tuesday signed five pacts - primary among them being a treaty on mutual legal assistance in criminal matters that that could enable India get access to insurgents from India's northeast states operating out of Myanmar.

The treaty also aims at deepening bilateral cooperation in combating transnational organised crime, terrorism, drug trafficking, money laundering and smuggling of arms and explosives.

The pacts were signed between Prime Minister Manmohan Singh and visiting Myanmar's military ruler General Than Shwe in New Delhi.

"Bangladesh and Bhutan had already cooperated in rooting out northeast rebel bases from their country and now with the treaty with Myanmar, we could see some results very soon in terms of military crackdown on militant bases in that country," Assam government spokesperson and Health Minister Himanta Biswa Sarma said.

Combating terrorism apart, India has offered credits worth millions of dollars to Myanmar - $60 million line of credit for development of railways, another $60 million for revamping of the Rhi-Tiddim road to enhance connectivity to northeastern states, $10 million for procurement of agricultural machinery and $6 million to upgrade the microwave link between Moreh and Mandalay in Myanmar.

The 225 km Rhi-Tiddim road connecting Myanmar to Mizoram is considered a vital lifeline in terms of boosting trade and commerce - a trade centre at Mizoram's Champai district would be the direct beneficiary after the road opens.

"If the Rhi-Tiddim road opens, it would surely boost bilateral trade between the two countries. Now with poor road communications on the Myanmar side, there is literally zero business at the trade centre in Champhai," a Mizoram government official said.

State to take up power networking project with loans from World Bank

Imphal, July 20: Manipur government has given approval to the Composite Scheme of Development of Intra State Transmission and Distribution Network in the North Eastern states in power sector proposed by the Union Ministry for implementation with loan from the World Bank will be implemented in the state.

Union Power Ministry is proposing a project for improving the power transmission and distribution network among the states of the north eastern region. The cost of the project is Rs 9890.16 crore and is to be taken up with a loan from the World Bank.
The total cost of the proposed project is to be shared among the eight states of the region, Manipur (Rs 727.67 crore),
Nagaland (Rs 1209.19), Assam (Rs 2710.87 crore), Meghalaya (Rs 1363.76 crore), Mizoram (Rs 714.01), Tripura (Rs 970 crore), Arunachal Pradesh (Rs 1180.27 crore) and Sikkim (Rs 680.29 crore). The rest Rs 333.73 crore will be inter-state share.
Once, the Composite Scheme of Development of Intra State Transmission and Distribution Network in the North Eastern states proposed by the Union Ministry is implemented the existing system of power transmission and distribution network in the region will improve remarkably enhancing its reliability in the region tremendously, the source believed.

States of the region including Manipur have agreed 'in principal' to participate in the proposed venture. Others states like Assam and Tripura have already moved ahead for implementation of the scheme, the source said.

Manipur government had also agreed to the proposal for implementation of the scheme in the state by availing loan from the World Bank considering the poor transmission and distribution network in the state and an increasing demand for power in the state.

Manipur would be strongly connected with the neigbhouring states once the project is implemented. The capacity of the existing transmission and distribution network is not sufficient to meet the demand of the state for the next decade or so. The network in the state is already weak and more than 20 years old and will not be able to handle the ever increasing demand of the state.

The proposed scheme shall ensure a reliable and a very strong transmission and distribution network in the state sufficient to handle the demand for the next 20 year, or so, officials maintained.

The cost component for the state will be Rs 727.67 crore and the component of loan being Manipur's share to be posed to the World Bank for the scheme is Rs 618.52 crore which is 85% of the project cost. The balance Rs 109.15 crore will be the equity of the project which constitute 15% of the total tentative project cost for the state.

Out of the proposed World Bank loan of Rs 618.52 crore, according to the prevailing policy of government of India to support special category state like Manipur, Rs 556.67 crore which is 90% of the loan amount will be converted as grant and balance 10% amounting to Rs 61.85 crore will be remain as loan component of the project for Manipur.

The scope of the scheme is stringent power transmission of 495 km of new 132 KV line, installation of 4 numbers of 132/33 KV new sub-stations at Thoubal, Tipaimukh and Gamphajol including augmentation of existing sub-station with capacity addition of 185 MVA, stringent of 2291 km of new 33 KV line and installation of 54 nos. of 33/11 KV sub-stations including augmentation of existing sub-stations with capacity addition of 244 MVA, the sources said.

JMG acting against UGs under SoS: Ibobi

IMPHAL, JUL 19: The Joint Monitoring Group (JMG) of Suspension of Operation (SoO) is not idle and action has been taken up against those underground groups violating the SoO ground rules, Manipur chief minister O Ibobi Singh said in Manipur Assembly today. He also informed that disciplinary action has been taken against the Zomi Revolutionary Army (ZRA) by suspending their monthly stipend since April following unearthing of their involvement in the Rs 4 crore scandal which was withdrawn from UBI, Churchanpur branch.

Ibobi, who also holds the home portfolio, revealed in the Assembly that JMG comprising government officials, police, Army, paramilitary and top underground leaders of the SoO has been closely monitoring the activities of underground groups who are under SoO.
Altogether 19 Kuki underground groups are under SoO, of which 11 are within the umbrella of Kuki National Organisations (KNO) and 8 outfits are under United Peoples' Front (UPF), disclosed the chief minister.
KNO has cadre strength of 800 and UPF has 1000 cadres, he added.
Over the stipend matter, Ibobi said that a stipend of Rs 5000 is paid to each leader of the groups and Rs 3000 to each cadre who are under SoO per month.

Government registered 324 cases against NSCN-IM

Chief Minister Okram Ibobi today said that the state government has registered a total of 324 cases against the crimes committed by the NSCN-IM general secretary Thuingalen Muivah and his cadres. The crimes were registered between August 1 of 1997 and June of this year. This was stated by the chief minister who also holds the Home portfolio in replying to a called attention motion move by MPP MLA Rk Anand which was supplemented by senior leader O. Joy. The chief minister further informing the house said that out of the total case registered against the outfit, charge sheet of three cases has been submitted so far. FR for 197 cases had been withdrawn while 142 cases remained pending. Sinior leader O. Joy questioning the reason for withdrawing of some of the cases urge the government to table the list of cases against the outfit on the assembly floor. The senior leader also expressed apprehension to the stand of the government towards the outfit. Chief Minister Okram Ibobi clarifying the government stand said that government has been taking up every effort to suppress the activities of any underground organization including the NSCN-IM . Center and Nagaland state might not consider NSCN-IM as an outlawed organization however the state government has been preparing taught to arrest the General Secretary of the outfit had he entered the territory of the state. He said the stand of the government had already been rallied to the home ministry.

In another called attention motion move by CPI MLA N. Mangi, Chief Minister Okram Ibobi said that the 19 Kuki rebel group are presently ensuing suspension of operation with the government. He said among the 19 rebel group 8 belongs to the UPF and 11 belong to the KNO. KNO has total army strength of 800cadres while UPF has a total strength of 1000 cadres. One The government has been providing an honorarium of Rs 5000 to the officers of the outfit while the cadres get an honorarium of Rs 3000 per month. KNO has 2 designated camp in Churachandpur districtand one each in Ukhrul and Chandel each. UPF has 2 designated camps in Sardar Hills, 3 in Churchandpur and one in Chandel district. On the question of violation of ground rules by the cadres of the outfit which were under suspension of operation the chief Minister said appropriate action will be taken up if any such were found.

Silchar, July 16: Mizoram became the first state in the Northeast to have constituted a copyright cell in the home department to prevent piracy of audio cassettes and films produced there.

The chairman of the Mizoram Law Commission, R. Lalrinawma, today said the state government is determined to stop pirates who have the expertise to float in large number of counterfeit copies of the original songs and films, denting the entertainment industry's profit.

He said all music and film producers should get their productions registered with the copyright cell under the state government's home department, which will empower police to independently investigate allegations of infringement of the Centre's Copyright Act, 1972.

Lalrinawma said the decision to form the cell was taken by the state home department recently after detailed discussions between the Law Commission and the association of local producers and artistes.

Mizo singer Zomuanpui said her first cassette made brisk sales when it hit the market in 2007.

But in the following two years, her cassette of both Gospel and love songs proved to be a "flop", after cheap pirated copies flooded the market.

Sangzuala Hmar, a journalist in Aizawl, explained the modus operandi.

He said soon after a cassette is released and becomes popular, its counterfeit copies find their way into the market.

As the counterfeit copies are sold at a lower price, it is famous singers like Vanlupui, Vanlaisailova, Betsy and Mimilalzaniani, who are left to count their losses.

So sweeping is the presence of these counterfeit cassettes in Mizoram, sold in kiosks on the streets, that several music shops were forced to shut down. Rimawi Stores and Ultra Fast, once teeming with music lovers, now wear a deserted look.

Pepe, a music store owner in Aizawl, rued the trend and was considering closing shop.

An umbrella organisation of singers in Mizoram, the Mizo Zaimi Inzawmkhawm, now hope that the music scene in the state will change with the copyright cell promising to rein in the flourishing piracy business.

The development would certainly be music for Assam's ears as well.

According to an insider in the production business in Assam, piracy was rampant in the state and pirated products — both audio and video CDs — are sold at the ratio of 10:1.

While the state has a market for nearly five lakh units for any video or audio CD, piracy keeps legal sales to less than 50,000, he said.

Pabitra Margherita, a director-producer, said Assam "badly needed some sort of legislation to protect the interests of producers, singers and other artistes".

Ban on NH 39 a boon for Senapati

In spite of decision taken by the Transporters' and Drivers' Council (TDC) not to ply trucks and interstate buses on Imphal-Dimapur section of NH-39, many trucks continued to take the route in procuring goods from Dimapur and other places. Number of trucks entering into the state on this route is also increasing day by day in the last few days.
According to police reports, 999 trucks loaded with various items of goods had entered into the state from Nagaland in the last fortnight till today. As recorded at the Mao police check post, 74 loaded trucks crossed Mao gate on July 1, 90 on July 2, 74 on July 3, 25 on July 5, 30 on July 6, 103 on July 7, 47 on July 8, 75 on July 9, 104 on July 10, 97 on July 11, 85 on July 12 and 100 on July 16 (Friday).
Ban on the freight trucks and inaccessible road condition of Imphal- Jiribam section of the NH-53 made markets at Senapati district headquarters and Kangpokpi as important supply points of essential commodities and petroleum products in the state.
Commercial vehicles like mini tata, 307 trucks and other four-wheeler light vehicles thronged Kangpokpi and Senapati bazar Friday to collect essential commodities with the end of the 72-hour chakka bandh imposed by ANSAM yesterday evening at 6 pm.
No truck crossed Mao gate from Nagaland side on this route during the last three days owing to the chakka bandh imposed by the ANSAM in Naga inhabitant areas of the state.
Most of the trucks entering the state on NH-39 did not proceeded upto Imphal but offloaded at Senapati and Kangpokpi as per their conveniences, sources said adding from their businessmen and traders collected the goods by mini tatas and 407 DI trucks to reach Imphal.
In the same manners vehicle fuel, Petrol and diesel, and also fertilizers were also procured by small time traders from these two market places and sold at Imphal and other places at higher prices.
Traders bought petrol and diesel at barrels at the rate of Rs 55 to 60 a liter from Senapati and Kangpokpi and distributed to the grey marketers at the rate ranging from Rs 70 to 75 and sold at Rs 90 to 100 to the customers.
Likewise, rice, fertilizers and other highly demand commodities are procured from these two markets places to sell at higher prices in Imphal and other places of the state.
On the other hand, during the same period, only 342 goods freight trucks had arrived Imphal on the Imphal-Jiribam section of the NH-39. As recorded in the police entry post at New Keithelmanbi at hill and valley jurisdiction of the highway, 50 loaded trucks crossed the gate on July 1, 100 on July 2, 50 on July 3 and after a gap of around two weeks, 142 loaded trucks arrived at Imphal today.
Less number of trucks arrived at Imphal on this route as the road was closed for repairing during the period and with near completion of the repairing works carried out by the PWD, a total of 142 trucks stranded at various places on the highway reached Imphal today, reports said.
It is pertinent to mention here that after the state PWD minister, K Ranjit offered apology to the people of the state after he failed to keep his promise to complete the repairing works of the NH-53 through the members of the state Assembly in the ongoing Assembly session, state consumer affairs, food and public distribution minister, Y Erabot also admitted government failure to replenish stocks of the rice and other PDS items and petroleum products in the state.
While admitting the failure of dealing with the situation, he said grey marketers are sending free hands as for the time being it will not be possible to supply enough stocks to the retail outlets.
Coinciding with the repairing works and three day chakka bandh of ANSAM, no truck entered on this route too in the last two days.
The uncertainty situations in both the main national highways in the state, the two marketing places of Senapati district of Manipur have been turned into important supply points of essential commodities to other parts of the state, though it was at higher prices.
Today, after three days of suspension of plying of vehicles on this section of the NH-39 due to 72-hour chakka bandh imposed by the ANSAM, medium and four-wheeler light vehicles thronged the two market places at Kangpokpi and Senapati to procured essential commodities and vehicle fuel.

Banking heavily on falsity and fishing in the troubled waters of Eve's vulnerability, the devil won in Eden and set up dens of its control over human affairs then, and even in the present times. But the baiter could never upstage the Maker. The Word of God, potent as ever, in the shade of moments, had always proved for all the world to know that it is He who "rules over the affairs of men (Daniel 5:21)" and have the final say in every situation in this mad bad world. The Gospel was the guideline and the means for the Almighty's master-plan to restore the fallen nature of humankind, bind the adversary, write a new law on the table of a wretched heart and find a way out for a sin-bedevilled soul to be harmoniously re-linked to the real Author of life.

`    Global Gospel: It all began in the Bible land – the places Lord Jesus treaded upon in his brief life-time. The "God who sees us"( Gen. 16:13) saw through appearances. Unlike in the present century, smartness and upward mobility were no plus points when Christ chose His disciples. In the hard-working fishing brothers, Peter and Andrew, the Master saw potential that if they followed Him, the unlettered duo could be made fishers of men (Matthew 4:19). Except for Judas Iscariot who betrayed Him at the end of the day, the rest of the chosen Eleven had no proper grounding in formal education. The sagacious parables and other-worldly utterances of the Man from heaven needed proper recording. So, the wisdom of the Son of God felt the need to have a pen-pusher by His side to write down the historic miraculous events. The void was filled by Matthew, the pen-wielding Collector, Matthew, "Follow Me. And he arose and followed Him (Mt. 9:9)". The hated tax collector, who could have ended as a mere wealthy local mortal, gave up worldly privileges, heeded the Saviour's call and got His writing on the Gospel eternally etched in the all-time best seller, the Holy Bible.

    Universality of the Gospel: Jesus was a Jew hailing from the Middle-East. But the
four Gospels on his action-packed earthly sojourn were meant for all the races settling in the four quarters of the globe - the North, the South, the East and the West. "Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost (Mt. 28:19)". In the Words of the Lord, one can feel the universal love, concern and empathy that endearingly match His command and authority. To a believer, the urgency to make the last Commandment the first commitment, is the be-all and the end-all of the Gospel. Nothing meets the needs of men better than the "Good News" does. The mirage-like answer that the most revered philosopher, atheist and scientist search in vain, if penitently sought, can be found with a revelation in the verses of the Holy Scripture. Nationalities and communities may dissect, divide and classify humanity and their nature. But the basic model-type of the mind in all the reasoning beings of the continents is the same. The Maker set the bytes and bit-rates of the cardiac beat in such a way that until or unless the mooring, emoting and yearning of the heart is in tune with the teaching of the Gospel, men will never have a soul-satisfying good spell .

    Global Trouble: Kingdoms came, but were tamed, sooner or later. Dynasties ruled and got literally ruled out by another. But it's amazing to delve upon the glaring historical fact that no force on earth could stop the spread of the "Good News" to establish Christ's kingdom worldwide. Prophet Isaiah revealed the mind of God on the future of His Son's reign 700 years before Christ was born. "Of the increase of His government and peace, there shall be no end (Isaiah 9:7)". Money had been lavishly spent to blunt the cutting edge of the Gospel. No trick and ploy had been left unemployed to nib Christianity in the bud by the likes of Herod the great, the High Priests and the 20th century non-believers of the 'Word of life'. But every move to throttle the Voice of the Saviour was calamitously met, action for action, with an earthquake, a spell of darkness, a breaking up of United Republics, a super-cyclone, a Tsunami, a Katrina or a Nargis in different regions of the globe. The disasters could have been avoided had the writing on the wall in Romans 1:18 been trusted by all concerned in letter and spirit, "For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness".

    Gospel Went Global: What we called accidents of history, to the Supreme Ruler, were stage-managed plots to promote the cause of the Gospel further in the global orbit. The Roman empire had been nudged from above to construct roads in Bible-land towards the fag end of the B.C-era. In the first century A.D, St. Paul and the other Apostles used the same roads to drive the message of the Good News home. When Science and Technology were in mind-boggling doubt as to whether the earth was round or flat, Christopher Columbus was divinely guided, around the close of the 15th century, to locate and find the answer in Isaiah 40:22, "It is He that sitteth upon the circle of the earth". This singular verse led the adventurous marine hero to ultimately discover America. USA, in turn, was prepared to be strong enough to leave no stone unturned to see the teachings of Jesus go global. Faithful servants of God were equipped with savoir faire and skill to win souls for their Lord among the nations of the world. D.L Moody for USA and UK, John Wesley for England, David Livingstone for Africa, William Carey for India, Adoniram Judson for Burma etc. were raised with the purpose to save sinners from hellfire.

    Global Technologies: Great preachers like Billy Graham and Joshua Daniel trotted the globe preaching the Good News in the 20th and 21st centuries. To convenience preaching from country to country through air-travel, the master Engineer put in inputs, in the beginning of the 20th century, in the minds of the God-fearing Wright Brothers to take heavy loads in the sky and not fall. The indelible imprint of the Creator was there in every technological discovery and its advancement. Be it Wireless set, motor engine, remedial medicines, radio and TV, printing machine, audio and visual devices, satellite TV or the Internet, despite men's unfortunate misuses, were heavenly inspired and invented to speed up the pace of passing on the Good News that majority of the citizens of this ultra-modern world do not know is their prior and basic need. The Lord of Host, could even use wars in Iraq and Afghanistan to send devout Christians in the rank and file of US and South Korean Armies to witness in the battlefields and save souls to the uttermost.
    Gospel and North East India: The Word of God had been given in ample doses for the past one and a half century to the people of North East India. Heathen cultures and traditions, that initially challenged the smooth inflow of the Spirit's work, had undergone a drastic overhauling. Outlooks changed, lifestyles were given a lift, education dispelled and rediscovered ignorance, superstitious leanings gave way to institutional learning, Church buildings came up chock-a-block in earlier places of pagan worship and in government of states like Meghalaya, Nagaland, Mizoram and parts of Manipur, the Church was seen flexing its influential muscles in the right spirit in Civil Administration process. Musically-inclined state like Mizoram, thanks to the pioneer Presbyterian missionaries' lyrical bent of mind, took to Gospel singing as Mumbai does to movie-making, and qualified itself to be dubbed the "Music capital of India." At the same time, labourers in the Lord's vineyard have a lot to do, and pray for, to revive the spiritual wasteland of the churched region to make the will of God prevail over the will of the flesh. In some cases, the universal Truth of the Gospel took a beating under the suppressive impact of traditional norms to force the Gospel to go, but tribal. There were moves to intimidate professors of the Faith. Yet, the cheering words of Isaiah 54:17, "No weapon formed against thee shall prosper" had steered clear God's children out of danger zone.

No hasty decision on Tipaimukh dam: Pala

Union Minister of State for Water Resources, Vincent H Pala Friday said opinions of all sections of people will be taken into confidence on the proposed construction of 1,500-MW Tipaimukh hydel power project in Manipur.
The mega-power project, one of the largest in northeastern India, is vital for meeting the increasing electricity demand in northeastern India has been opposed by environmental groups and opposition parties in neighbouring Bangladesh.
Views of the local indigenous people in those areas will be taken into confidence on the project, Pala told journalist here
However, Manipur Chief Minister Okram Ibobi Singh had told legislators in the Assembly (july 12) that his government is committed to go ahead with the controversial Tipaimukh project.
The public sector power utilities National Hydroelectric Power Corp (NHPC) and Satluj Jal Vidyut Nigam (SJVN) would develop the Rs.8,138 crore (Rs.81.38-billion/$1.7-billion) Tipaimukh project.
The project, located on the Barak river in western Manipur, is under attack from opposition parties and environmental groups in Bangladesh, which say it could cause desertification downstream in their country. Part of the Brahmaputra river system, the Barak bifurcates into the Surma and Kushiyara rivers on entering Sylhet district in eastern Bangladesh.
The Sinlung Indigenous People Human Rights Organisation (SIPHRO), an anti-dam group in Manipur maintained that any plans to build large hydro dams (Tipaimukh) should take into consideration the recommendations of the World Commission on Dams (WCD).
Indigenous peoples in different parts of the world have already disappeared due to sea-water rise and erosion and have also become environmental refugees due to big dams, SIPHRO Secretary, Lalremlien Neitham said.
Bangladesh Nationalist Party Chief Khaleda Zia had sent a letter to Indian Prime Minister Manmohan Singh asking him to abandon the project.
A 10-member Bangladeshi parliamentary delegation conducted an aerial survey of the Tipaimukh dam last July after opposition over the hydel projects possible ecological impact intensified in Dhaka.
Even Prime Minister (Manmohan Singh) has categorically assured that no hasty decision will be taken on the issue. India would take into confidence Dhaka before going ahead with the project, so as not to hamper the friendly India-Bangladesh ties, Pala said.

Centre okays Rs 2,873-crore Mizoram project
NEW DELHI, July 16(EMN): The Cabinet Committee on Economic Affairs (CCEA) has approved a comprehensive and integrated socioeconomic development project for Mizoram, involving Rs 2,873 crore over a period of five years.
The programme that is set to benefit 1.20 lakh families will be implemented under the new land use policy of the State Government, Information and Broadcasting Minister Ambika Soni said.
It envisages switching people involved in jhum (shifting) cultivation to permanent livelihood activities with ownership of land, access to link roads, irrigation and water harvesting and all these at a remunerative price for produces.
Jhum cultivation or shifting cultivation is a practice prevalent in the north-eastern States and it involves clearance of forest on sloppy land, drying and burning debris and cropping. After harvest, land is left fallow and cultivators repeat the process in a new plot designated for the year for jhum cultivation.
The integrated socio-economic development project for Mizoram under new land use policy seeks to increase income by 7-10 times through agri-horticultural activities, animal husbandry, fisheries, agro forestry etc. The overall growth of the economy in the State would increase to 16 per cent from 6 per cent at present in the next 10 years, the minister added.

Fake NBFCs defrauding people in Mizoram

AIZAWL, July 16 – There were 21 fake financial institutions in Mizoram having offices in the State capital Aizawl indulging in financial fraud, Chief Secretary Van Hela Pachuau said yesterday.

Such non-banking financial institutions (NBFCs) have cheated the people taking advantage of their ignorance, Pachuau told a seminar of government and police officials on the Regulation of Unauthorised Elements of Non-Banking Financial Companies (NBFCs) and Un-incorporated Bodies (UIBS) in Mizoram.

"Majority of these institutions are from outside the State and we, the Mizo people, help them in their surreptitious intentions due to our greed," he said.

He urged the law enforcement officials to strictly enforce the laws prohibiting such nefarious activities by unauthorised institutions.

The seminar was jointly organised by the State Finance department and the Reserve Bank of India and attended by RBI officials, top Finance department officials and senior police officers. – PTI

Government to recruit 170 top administrative posts through MPSC

IMPHAL, July 15: The state cabinet meeting held this evening under the chair of the chief minister approved creation of some 170 posts of MCS/MPS/Jr.MCS/MFS/SDC/SO along with rescheduling of the preliminary examination of the combined competitive examination of 2008 conducted by the Manipur Public Service Commission (MPSC).

According to a reliable source, the cabinet meeting held today approved direct post creation of some 80 new posts of MCS/MPS/Jr.MCS/MFS/SDC/SO in addition to the previous 92 approved posts and the preliminary examination of combined competitive examination held in 2008 would also be rescheduled with age relaxation of those candidates who have already appeared in the said preliminary examination.

The cabinet also approved that the rules of MPSC regarding the quota system of SC/ST that any SC/ST candidate securing marks at par with the general candidates shall be placed in the general category as against their reserved seats would be applicable to the pre-medical test conducted by state health services.

The cabinet meeting further discussed the amendment of Manipur Essential Service Act, 1984 that would be placed before the ongoing assembly session with the inclusion of another sub clause regarding the safety measures to be taken up to ensure essential public service.

The ex-post facto of the appointment of advisor of JNIMS was also approved by the cabinet along with the decision to appoint 15 sweepers on contract basis for Khuman Lampak Sports Complex.

The cabinet meeting also approved setting up of an engineering cell for the department of Minority and Other Backward Classes for which the executive engineers would be appointed on deputation from other engineering departments.

The creation of 17 posts of National Sports Academy including graduate teachers of various subjects, coaches, drivers and peons was also approved by today's cabinet meeting.(IFP)

No breakthrough yet on death of St Edmund's College student from Manipur

SHILLONG, July 15: Meghalaya police are yet to make any headway into the death of a college student from Manipur who was found murdered on the night of July 13 in Shillong even as four persons believed to be the friends of the victim were picked up for questioning in this regard.

The victim - Allan Mark Haominlen Chongloi (19) fondly known as Romeo was a student studying BA first year at St. Edmund's College here and belonged to the Kuki community.

"We are waiting for the postmortem report to ascertain the cause of death and investigation is on to trace perpetrators who perpetrated the crime," Deputy Superintendent of Police (Crime) Vivek Syiem said today.

Postmortem was conducted on Wednesday and the body was handed over to the family members on the same day and taken to Manipur for the last rite.

A case has been registered with Madanrting Police station.

"We are yet to make any breakthrough and the case is being investigated from various angles to find out the motive and the perpetrators involved in this crime," Syiem said.

The DSP said that the four persons picked up for questioning were released after execution of Personal Release bond but did not reveal anything.

However, question is being raised against the police for detaining them for over 12 hours which tantamount to their arrest.

Doubt also circled on the claim of police that the body was found by some passers-by who later informed Madanrting police station about an injured person lying nearby.

The 19-year-old boy went missing for several hours on July 13 after attending a dance practice for the upcoming freshers' meet of his college till his body was found late in the night near Madanrting Police station.

Chongloi resided at Jingkieng Nongthymmai and was allegedly attacked and stabbed to death by miscreants on his way home after returning from the dance practice session at a Kuki worship service church near Madanrting.

Chongloi was rushed to Shillong Civil Hospital but was declared brought dead. He and his siblings were staying along with their mother at Jingkieng.

Meanwhile the Kuki Students' Organisation (KSO), has strongly condemned the brutal murder of Chongloi who was also KSO member and shared their sorrow with the bereaved family.

The KSO also expressed its utter dismay at the inhuman and heinous manner in which Chongloi was murdered at Shillong, which is one of the important centres of learning in the North East.

The KSO also urged the Meghalaya government to take all necessary measures to ensure safety of students hailing from other states studying at Shillong and to prevent such incident from recurring in the city.

Demanding the Meghalaya government to take up the murder case on priority basis and bring the culprits to book, the KSO also urged the Manipur government to intervene into the matter to guarantee security to the students from Manipur in the city at his capacity.(IFP)

UKLF concerned by emergence of new militant group within KNO

IMPHAL, July 15: The United Kuki LIberation Front, UKLF, in a statement, has expressed strong concern over emergence new militant outfits within the folds of the KNO mutating a communal flares up within the groups which are under the SoO with the government.

Stating this, JM Zou, secretary publicity and information of UKLF said in the quest of peace and equal development the outfit had decided to cease all sorts of hostile activities against the government with the signing of the Suspension of Operations (SoO).

However, to the party's dismay, it was found that the state and central governments have been indulged in adopting double standard policies while dealing with the Kuki rebels. Contrary to the SoO ground rules, there has been sudden birth of unwanted new armed outfits namely the PRA, UMLA, KNLF, KLA(T), ZRF, UKLA(MC) etc which are purely founded on the basis of clan and tribe calculation by the KNA/KNO. The ultimate consequences of such unwanted birth of armed outfits given by the surrogate mother - KNO further encourages clannism and divisiveness besides worsening 'financial burden' upon the poor Kuki masses, the statement added.

It further said the UKLF is wondering why the concerned government authorities allows such formation of new armed outfits within the fold of KNO.

The UKLF also expresses its disappointment at the government's inactive and insensitivity to the suffering voices of the affected land owners of the Moreh Itegrated Check Post, whose shares of compensation had been fraudulantly and forcibly deducted amounting to more than twenty crores of rupees by the KNA/KNO.

The the SoO ground rules forbids extortions, the UKLF said and asked as to why government failed to take action in time and threatened affected land owners (Pattadars).

The UKLF calls upon the government both the state and central for sincerety and effective implementation of SoO ground rules in letter and spirit instead of blaming and pinpointing the Kuki rebels alone.(IFP)

Some had started the mental plan to open eateries, motels, shops etc along the 'imaginary' AH that would be passing through their premises, if the Lord tarries. But, like the title of Harold Robins' best seller novel, dreams die first. As of now, for the locals, trans-national highway is still a 'notional highway', highway lorry rubbery, a costly drudgery and 'Look-East' policy, just a 'hook-minds' policy in power-point presentations.

Advantage Tamu: The big picture of the total coverage of the concept of Asian Highways is to link the whole of Asia by road . China had already made its trading presence felt in almost all the ASEAN countries. The resurgent and reformed communist nation, projected to overtake the US in economic growth by 2050, not only floods the world market with its cleverly manufactured and heavily under-invoiced consumer goods, but has Mandarin as the language spoken by the largest number of people. Taunggyi , Meiktila, Mandalay and Tamu. Yet another roadway to be marked AH-4 goes north from Mandalay to Lashio to enter southern China through Myanmar's border town, Muse. It's for nothing that Burmese tourism had advertised their land as "the home of Asia". Four Asian highways run into the "Golden Land" as they give a second name to their country. AH-1, starting from Tokyo in Japan takes a long winding route through South Korea, eastern and southern china, Vietnam, Cambodia and Bangkok to finally enter southern Myanmar to Yangon. Then it turns north touching Toungon, Meiktila, Mandalay and Tamu. AH-2, in turn, takes off from Indonesia, cuts across Singapore, Malasia, Thailand to finally exit into Myanmar through northern Thai town, Mae Sai. The awesome good news for Manipur is that all the four highways to be stretched from China and Thailand, to wind through Myanmar, will meet at Tamu and Moreh first, and then link various towns and cities of Bangladesh, NE and mainland India.

The Commercial Equations: Formed on 8 August, 1967, step by step, ASEAN, the Association of South East Asian Nations (for economic development) roped in in its fold 10 nations – Indonesia, the Philippines, Malaysia, Singapore, Thailand, Brunei, Vietnam, Laos, Myanmar and Cambodia. The deplorable condition of the above stretch also slowed down, and threatened to bring to a screeching halt, the pace and volume of the well-begun Indo-Myanmar Trade Agreement. In also accounts for the pathetic state of affairs at Moreh border town. Once nick-named the El Dorado of North East India, Moreh, today, at its best, may be described as the proverbial cow which every visitor milks but forgets to feed.

Can Moreh carry the international Load?: That's the million rupee question. Crores of rupees had been pumped in for development of the cutting-edge township. Buildings, hospitals, super-markets and guest houses had come up in good measures. Yet, tourists are naturally inclined to side-step Moreh and go to the well-planned Myanmarese counterpart, Tamu, for a sight-seeing or quality shopping. And they have reason to do what they do. Tamu simply is several times better-prepared to burn holes in its visitors' pockets than our old-fashioned Block head quarter. The buzz across the border among Burmese traders is, "let us work hard like the Chinese, save money like the Marwaris, but let us not eat and make merry like the Burmese". The wisdom in the resolve may smack of taking a dig at themselves, but it works wonders. With no high technology, no liberty and no big industries, they had put the high tech of India to shame in trading, at least in the twin towns of the disorderly border. If Tamu is leader, Moreh cannot be a follower; if Kate, the latter is a duplicate. With all the natural resources of river water, forest products, minerals, educated manpower, proximity to a teak-rich neighbour and with the might of an IT-super power sub-continent at its beck and call, Moreh still is the poorer brother of a conjoined inter-dependent twin-township. At this rate, the change-resisting and discipline-hating de-globalised citizenry of this potential ASEAN destination will soon be treated by its affluent better-half like a back-water step-brother.

Action Plan: As a mid-level Administrator of sub-district governance in this far-flung part of my great country who, for no fault of his, is often treated like a "Tulsi" plant in Independent India's own "Angan" (courtyard), I strongly feel Moreh needs immediate attention. The burgeoning urban settlement that does a daily business of tens of millions of Rupees and that attracts domestic tourists like a misplaced piece of broken cake does to hungry ants, demands restructuring on war footing. The success of ICP, Integrated Check Post, at the periphery of Moreh's Gate no. 1 calls for the deep checking of our mental gate no. 1 –the mind, and gate no. 2 –the heart, amenability to better sense and imaginative response to out-of-the-box vision. Fiddling pretence must give way to a permanent sense of belongingness to the place we live in and will die in. Our education should challenge us. Why is Moreh the worst ill-planned future stop-over on the Asian Highway? When Bangkok can build skyscrapers, Mandalay has neat star hotels, Tamu has wide roads and spacious restaurants, China can make many things out of bamboo, and South India produces weather-proof hollow bricks out of sand and cement, why can't we? And why shouldn't we? Are we born to buy and watch only? It's the will that charts the way. The blocking letters in the word 'IMPOSSIBLE' is I M meaning I am..

Connectivity: The be-all and end-all of the concept of Asian Highway is connectivity. Air, water and railway connectivity are the props but not the main issue here. The aim is road linkage. Along with it will come people, culture, media, technology and religion connectivity. Dietary tastes differ from country to country. International business transactions at the meeting point of 4 AHs will be unbecoming without the operation of Nationalised and Scheduled Commercial banks at the action station. So, it goes without saying that if trans-Asian Highway is not a joke played on us, which we know is certainly not, it's high time we start building infrastructure commensurate with the shape of things to come, shortly.

Air Connectivity: A stitch in time saves nine. Flights save a lot of time. If Moreh is to take on the trade load of ASEAN and NE India, deals will be clinched at the rate of mobility of the trading functionaries across the nations in the fray. On road signs, we see warnings like, "Better to be Mr. Late than Late Mr." It amuses commuters. But the road-side philosophy will find no takers in trans-national conferences. Mr. Late will cause delay for others and take business backwards in reverse gear. Delays, experience reminds, have dangerous ends. As a self-styled social analyst for the liveable border town I would like to, God willing, spend my retired life with re-tyred vigour in, I think it is not asking for too much to demand Aizawl's Lengpui Airport-like airstrip at Moreh. Whether we like it or not, Moreh is not only the best port of call for Indian Chambers of commerce to export and import trade items to and from ASEAN through surface transport, but is the only corridor for the nation. The route of Asian Highways is no more up for negotiations at this stage. Unless we want to see ourselves caught napping and don't desire to see NE India catching up fast with the rest in modernisation, all concerned will do well to give a serious fresh attention to the infrastructural requirements of the Region's only inlet and outlet to boom-time.

Wholesome Approach: A port has a hinterland. A river is joined by its tributaries. To promote Moreh as the happening place, the importance of road connectivity of the border destination with other key towns of Chandel and the neighbouring districts should not be soft-pedalled. The construction of the 60 odd Km DC road from Moreh to New Samtal in the south easternmost corner of Manipur is already underway. Likewise, black-topping of the Chandel – Sugnu – Chakpikarong – Lonpi – Joupi –Khengjoy – road that ends at Molcham near Myanmar's Zohmun will move things faster and lighten the burden of Moreh. Widening and improving the BRTF road from Tengnoupal to Machi and Ukhrul district will connect the hill districts better and enhance people to people contact. But all these ongoing proposals and projects will sadly miss its target unless Moreh becomes accommodating enough to welcome all the communities of North East India with open arms and psalms like, for example, Goa does to its own prosperity.

Love is the Greatest: All said and done, the Bible that we swear by, commands us to love our neighbours, to love strangers in our land and take good care of them. All the ASEAN metros prosper in direct proportion to the warmth of the hospitality they exhibit to strangers in their cities. God warned the Israelites that they too were strangers in Egypt when he planned their way out. Let us always remember that "Giving never empties the purse and loving never empties the heart". Foreigners go again and again to Singapore, Bangkok, Kerala etc. because they know they will be treated well. Moreh ought to take the initiative to create an investment climate for big cash to flow in. Let us not be narrow-minded but be Nehru-minded.

MIC gives green signal for JNIMS

Imphal, July 13: The Medical Council of India has given green signal to the establishment of Medical College at Imphal by Jawaharlal Nehru Institute of Medical Sciences, Porompat from the academic session 2010-11.

The Board of Governors of the Medical Council of India in its Letter of Indane (LOI) has recommended 100 seats for the academic year 2010-11 in response to the requests received for establishment of the new medical colleges / renewal of permission for starting / increase of seats in respect of the following Institutions wher³e assessment was carried out in the month of June 2010 by the Council's Assessors, an official source said.

Mention may be made that Manipur government has been pressing the MCI for granting permission for establishment of the Jawaharlal Nehru Institute of Medical Sciences (JNIMS), Porompat for last around three year.

MCI team had also inspected the infrastructure developing at JNIMS which the development works is being monitored by a Cabinet Committee.

Recently, state cabinet has approved to transfer all matters relating to JNIMS including budgeting, manpower, etc. which would be routed through the Finance Committee for approval of JNIMS executive council considering the shortage of manpower required for the medical hospital.

KUKI CHIEF-SHIP: LOOKING EAST OR WEST?

Background: The issue merits a heated debate till the sun goes cold. To the Kukis, chief-ship is age-old. Long before democracy replaced monarchy in India, in the Kuki-inhabited regions of the sub-continent's north-eastern states and its Military-ruled neighbour, Myanmar's north-western frontiers, an unique method of hill-village governance evolved out of environmental compulsions. Good or bad, the situation in the tribal settlements demanded a semblance of self-rule in the near-total absence of proper connectivity to better-civilized societies. That's how every Kuki village had a chief in the helm of administrative affairs, and the forest-land a chief and his villagers could possibly lay their hands upon came under a particular chief-ship. Attachment to it was purely voluntary.

Chief-ship Of The Past: The joke that strikes a chord with the informed citizenry in the hill districts of Manipur is, "Be cautious when you walk on the roads, neo-rich chiefs are learning how to drive. You may get hit". The punch of the joke that saner thought leaves unsaid, is implied on the upward mobility of purse-prodded chiefs, who, thanks to the recently launched national rural employment guarantee scheme, go madly for consumer durables like a motor car, with a passion usually reserved for religion, but feel ill-at-ease to drive at their advanced stage of ageing. Like Yuppies of NW India, the scheme-savvy heads of villages may enjoy the powers and privileges granted in unlimited doses by decentralised planning. But when it comes to authority over their subjects, they are no patch on the system-backed original village chiefs of the distant past. Like in the case of the CEO of a Pvt Ltd company, it was suicidal not to fall in line with their whims and fancies in back-block management, then.

Kuki Tradition: Clannishness was, and still is in lesser degrees, to the hill landlords as casteism was and is to mainland India. The effects of the ills are as chilling. Virgin slopes where various short-term plants can be grown to bear fruits of prosperity are available a dime-a-dozen in the districts of Manipur bordering Myanmar. The "Look East" policy promises a ready market for horticultural products in the ASEAN cities through the Eastern corridor via Moreh –Tamu route etc. Most portions of the Trans-Asian highways had been multi-laned and paved to take on international trading thoroughfare. North East India, thanks to similarity in features and cultures, fortunately has no problem establishing a people to people rapport with ASEAN nations.

The China Factor: The emergence of China as a wholesaler of every household need and a buyer of valuable forest products, albeit in shady deals, of India, will also force the Kuki entrepreneurs of NE India to rubber-neck towards the East. Two Asian Highways routed from China through upper and eastern Myanmar had already flooded Tamu, Namphalong and Moreh market with trade items at irresistible prices. On the flip-side, chief-ship and its traditional fixation takes the under-developed community in reverse gear. Undemocratic impositions on helpless landless inhabitants sub-divide a main village into many more hamlet villages which are counter-productive in premature stages. Some are still-born. Horticultural plants and pucca houses are the casualties. The former never grow fully; and the later get dismantled frequently.

The Causes: Chief-ship carries the burden of clan-receptive and change-allergic negative social elements democracy and Christianity can do nothing about. Nothing delights a well-heeled Kuki brother than being declared the chief of a new village or being issued a gun-licence. To him, the two are licences to thrill. He is happier to be a ruler of three households than be a title-less time-passing bugger in a 100-house village. The tragedy is every man in the small village thinks alike. All wish to be a chief one day, if not by hook, then by crook. So, at the slightest provocation, a rebel-without-a-pause equipped with imaginary cause is born. A fine for breaking wrong-doing is often made a excuse to either shift base or create a hamlet village. No wonder, a Kuki village with 20 houses is looked up with awe and considered a highly well-behaved entity; many big villages notwithstanding.

The Remedy: Looking East or West is not the optional end. The best to look at, to remedy the social malady of village fragmentation in a world where numbers and size matter, is the God-Man from the Middle-East, Lord Jesus, who said, "Whosoever will be chief among you, let him be your servant" (Matt. 20:27). This singular verse, applied in letter and spirit, will change the face of Kuki villages and society. A chief's role is of multi-tasks. A good chief must be the chief donor, chief runner, chief orator, chief servant, chief forgiver, chief promoter all rolled into one restless soul with a heart of gold. All these attributes can not be endowed in one man. So, he has to evangelize his village using the Word of God. A believer is much easier to be tackled during crisis than a hardcore atheist. Chief or no chief, an individual can't keep everyone happy. So, the chief should be "shrewd like a serpent and harmless like a dove". If he can't be so, he has to imagine a lot and cultivate a sense of humour. Because imagination is given to man to compensate him for what he is not, and a sense of humour, to console him for what he is. Right?

Conclusion: Like it or not, chief-ship is here to stay. Government recognises the chief as the lowest functionary in a hill district democratic set-up whose mistakes can, of course, upset the whole. His performance or non-performance will impact the big picture. Concerned thinkers are invited to share their ideas in the media so that a more potent village administrative guideline may come up to replace the obsolete present. A paradigm shift in approach is desired. We need to formulate Acts and Rules that would aptly address the basic social structures and super-structures that stop our natural, human and financial resources from peaking. Let us take positive steps to do away with the generational curses that stand between what we should have been and what we actually are. Unless, we use our Scriptural knowledge and academic excellence to make our villages more liveable for gen-next, posterity will, one day, blame us for having used our heads only to keep our earlobes apart.

Power programme

Imphal, July 14: The state power minister T Phungzathang has said state government is preparing for the implementation for the Restructured Accelerated Power Development Reforms Programmes (R-APDRP) at selected 17 towns of the state.

Clarifying this in today's session of the Manipur Lagislative Assembly, the power minister however said the scheme is yet to be implemented.

The state power minister further mentioned that under the RGGVY scheme, state power department has plan for giving power supply to 30 villages and upgradation of power supply to another 43 villages in Bishnupur district, minsiter added while replying to a quiry made by MLA Y Mangi.(IFP)

Three more demands for grant passed

Imphal, July 14: Three more demands amounting a total of Rs. 379,25,22,000 have been passed as demands for grants 2010-11 after discussions in the House of the Manipur Lagislative Assembly today attended by the members of opposition except for O Joy Singh who continue his tirade against the Speaker, Dr S Budhichandra Singh.

The demands for grant passed for the current financial year in House today include, Land Revenue Stamps & Registration And District Administration amounting Rs, 43,20,55,000, Public Works Department amounting Rs 318,83,22,000 and Administration of Justice amounting Rs 17,11,45,000 be granted to defray the charges which will come in course of payment during the financial year ending March 31, 2011.

The leader of the House, chief minister, O Ibobi Singh intiated the discussions and the voting on the demands for grants for the said departments today in the house in the opposition members led by the Opposition leader, Radhabinod Koijam, Dr.Ng.Bijoy and Dr I Ibohalbi jointly raised their motion for token cut in respect of Land Revenue & Registration and District Administration on account of unjustified creation of Revenue Adminstrative units of the state and lack of rationalization and land valuation.

Besides, the Opposition members also raised their cut motions with to the PWD on account of imbalance development/improvement of the roads and bridges, failure of development of NH-53 and lack of development of alternative roads from Imphal to Jiribam.
Initiating the discussion on demand for the grants, the Opposition MLA's, Dr. Ng Bijoy Singh mentioned in the house that complicacy on the demarcation of district jurisdictions in terms of revenue & administration have been existing in different parts of the districts at present.

Citing an example, the Opposition member said seven village lying under revenue jurisdiction under Imphal East are currently under administrative control of Thoubal and Sadar Hills. This has been causing grievances to the employees in terms of deliberating their developmental activities in these areas, which the concerned department needs to chalk out proper administration and land reform by creating a proper delimitation process.

Later, he also alleged that the PWD is not maintaining a quality control in the works being carried out in the city areas as many of the constructions carried out by the PWD are in a deploring state. With the NH-39 not being used for the various reasons, NH-53 is now the lifeline of the state and with the pitiful conditions of the road, transportation of goods is be crippled currently, Bijoy said.

He also observed that the NH-53 & NH-150 needs to constructed on time and be made ready for transportation while at the same time NH-39 cannot be brushed aside. The Government should take up proactive steps to ensure that an unbiased approach is taken to improve and maintain all the highways. The road leading from Bishnupur to Nungba via Khoupum to Jiribam, known as the Ganja road also needs to be improved, the Opposition member maintained.

The other opposition members also stated that Jiribam which is currently under the jurisdiction of Imphal East needs to be declared a district on its own. With the administrative office in Imphal East, a lot of inconvenience being faced by the people due to the distance. They further questioned as to why Jiribam along with Sadar hills failed to declare as full-fledged districts.

Participating the discussion from the ruling side, MLA's namely N Mangi, L Nandakumar and Kh Ratan Kumar also spoke with regards to the Land Revenue and the current issue of National Highways and gave their concerned views and opinions. They also said the work along national highways be carried out in a proper manner in the interest of the general public.

The PWD Minister, K Ranjit giving his clarification in house regarding the works carried out by the department on the National Highways, 39, 53 & 150. He also all these highways are vital and are the lifelines of the state. He also stated that the prolonged economic blockade called by the Naga bodies against the ADC elections and the ban on the entry of Muivah into Manipur for more than 68 days caused many grievances to the public.

Following instructions from the CM, works minister along with other ministers, MLA's conducted a survey on NH-53 & NH-150. The NH-53 was found that at about seven different places, seven contractors have been aligned and about 235 laborers along with machinery have been placed. He mentioned that they are looking at the maintenance of the roads to facilitate transportation of goods along the road. As of now, although the construction of NH-53 is under the BRO, the state government is currently working to get the PWD of the state to work on the same project. In this regard, the CM and the PWD minister met the Prime Minister and the Highway Ministry at New Delhi recently, he stated. State government officials have also informed the BRO that the work carried out in the past and currently underway is not satisfactory and they have not been maintaining the quality. The PM after consulting the reviews has sent a letter to the concerned authority to hand over the work to the state PWD and same would be obtained within a short period of time, Ranjit stated.

The works minister further stated that there have been no instances of corruption or mishandling of funds and materials in the construction of the NH-53. At present, truck owners and drivers on their own efforts have been helping the government in the construction of the NH-53 roads by carrying stones and other materials to speed up the construction work.

The Zeliangrong Youth Front on the other hand has decried against the construction work being carried out by state PWD. Although at first they believed that BRO would maintain quality, it is evident that the quality is not up to the mark. The reason for their grievances is possibly due to the fear that the local people are currently being employed as laborers by the BRO in the construction of the highway, this has been currently bought to a settlement by the PWD and the same laborers will also be given priority for the work to be carried out.

Regarding the NH-39, Mao-Maram to Moreh, the PWD minister said the upgradation of the road is currently underway and the construction will start very soon. To enable construction on the Imphal- Moreh road, two hot mixture plants have been placed one Heikakpokpi and another Saivom.

On the NH-150, Imphal-Churachandpur road, the minister said one hot mixture plant has been put up at Yaingangpoki and another at Tronglaobi. The same have been instructed to maintain quality and to be completed by January, 2011, he stated.

Regarding the bypass road on NH-150, a proposal has been sent to the concerned Union ministry.

Along with the highways, roads in the Imphal areas and other districts, potholes and maintenance of the roads will be taken up at the earliest, the minister assured the House.

Th Devendra, minister, law & land revenue in his clarification stated that there would be a new family court, providing more efficient services to the public. A proposal has been sent to set up and construct five new family courts in five different districts in the state, he said.

Under the 13th finance commission, along with the proposal of the construction and set up of the family courts, a proposal of a requirement of three senior judges, six junior judges and three others totaling to nine judges to be appointed for the same has been mentioned. A proposal for the construction and maintenance of the current Cheirap Court has also been sent, Devendra maintained.

With regards to the problem of the Border Pillar at the boundary, the Land & Revenue Minister stated that revenue alone cannot work around the state boundaries and so the issue will be put forward to the cabinet to look for a solution to maintain the state boundaries. He also said that the state cabinet had decided to form a high level committee to take a decision in this regard and is currently looking at resolving the land issue.

The minister further stated that he would look into the illegal forest land allotment and said that the decision of Jiribam becoming an independent district is underway, although there has been no decision taken as yet with regards to the same.

Following an appropriate explanations and clarifications from the concerned ministers during the discussion hour the mover on the motion on token cuts has been withdrawn by the concerned members and finally the demands for grants in respect of Land Revenue Stamps & Registration and District Administration, PWD and Administration of Justice were passed in the house today.(IFP)

Aizawl, July 14: At least 21 pseudo financial organizations are operating in Mizoram and local people are helping them flourish, according to State chief secretary Vanhela Pachuau. The chief secretary today expressed grave concern that Mizos are unwilling to learn from past mistakes and letting money launderers cheat them.
Speaking at a seminar on the regulation of unauthorised elements of Non-Banking Financial Companies (NBFCs) and unincorporated bodies (UIBs) in Mizoram here today, Vanhela informed that at least 21 such Financial Institutions (FIs) are still operating in Aizawl, mainly in the commercial hub of Zarkawt.
"Most of them (illegal FIs) are already in trouble. The saddest part is that those pseudo banks from outside Mizoram are helped by the Mizos themselves to set up their base in Mizoram," the chief secretary said. Vanhela was sad that even though the people of Mizoram had been constantly victimised by such fake banks since the early 1980s, no one seems to be willing to learn a lesson from the past mistakes.
"These fake banks have been taking advantage of our greediness and our attitude of making easy and fast money. No one bothers about the accountability or authenticity of a company so long it makes attractive offers," he said. Admitting that the government has not done enough to contain such illegal financial activities due to certain problems, the chief secretary urged police and concerned state agencies to take more effective measures and make more use of laws and acts in this regard.
Not only the people, but also the banks have suffered a lot due to such illegal financial activities and it is high time we stop the menace with collective efforts. The seminar held at I&PR conference hall was attended by concerned departments' officials and police officers.
PN Murthi, AGM (DNBS) and Rama Narang, assistant manager (DNBS) gave power-point presentations on an overview of the Regulatory Functions of Reserve bank of India over NBFCs and UIBs. Earlier, Reserve Bank of India (RBI) deputy governor Subir Gokarn has voiced concern over financial organisations and banks operating in Mizoram without RBI registration and license and termed it a "law and order" issue.
"If there are such institutions functioning without the required license then it is a law and order problem which should be taken up by the designated authorities," he said. "We want the people to know that they should not deposit in fake banks and bogus financial institutions, but rather stay within the formal banking system in their best interests," he said. (UNI)

Mizoram MLAs take lessons on disaster management

Aizawl, July 14: Mizoram Legislators attended a day-long workshop on poverty reduction and Disaster Management organised by the State DP&AR (Training Wing) and Administrative Training Institute on July 13.
In his inaugurating remarks, the Speaker of the Mizoram Legislative Assembly Pu R Romawia urged the Legislators to be conscious of the suggestions and advise of experts. Since Mizoram falls within zone 5 of earthquake prone area, he stated that it is important to be cautious and mindful of the laws laid down by authorities while constructing houses.
Chief Secretary Pu Vanhela Pachuau, who presided over the programme, also stated that the frequent occurence of disasters within the country has roused the State Government's along with the Centre to initiate various steps to counteract against disasters.
The State DP&AR Minister Pu H Liansailova formally closed today's workshop in the evening which was well attended by Ministers, Parliamentary Secretaries and other members of the State Legislative Assembly. (Agencies)

‘Manipur’s resolution justifies Nagas’ stand’

Dimapur, July 14 (MExN): The United Naga Council today said its decision to sever all political ties with "the communal Manipur state government" has been justified by the July 9 resolution of the Manipur State Assembly. On July 9, 2010, the Manipur Legislative Assembly unanimously resolved to urge the Centre to amend Article 3 of the Constitution of India to exclude Manipur state from the purview of the Article. Under the Act, alteration of state boundaries, renaming or formation of new states by increasing or decreasing the area of 2 or more states can be carried out.
"The position of the United Naga Council to sever all political ties with the Communal Manipur State Government and to demand for an alternative arrangement for the Nagas in Manipur has again been vindicated by the 9th July, 2010 resolution of the Manipur State Assembly," the UNC said in a press release today.
According to the UNC, the leader of the Opposition Radhabinod stated that the demand of the NSCN (IM) to unite the Naga inhabited areas in the North East including Arunachal, Assam, Manipur and even Myanmar for "greater Nagalim" is not tenable socially, geographically or culturally. "There is an intentional denial on the part of the Manipur Government that the fact of the demand of the Nagas to live together under one administrative roof is not that of the NSCN (IM) alone nor did they initiate the Naga integration or unification movement. It was there even before the formation of the NSCN," the UNC said.
The UNC also quoted Opposition leader Radhabinod as stating that out of the total area of Manipur is 22,237 sq.kms, the plain areas of Imphal valley constitute only 10 percent whereas the rest is hill areas. "… If Naga integration takes place then Manipur would be left with an area of 2000 sq.kms only. Without the 90% area of the hills, in which name and whose owner's behalf, the wealth and development of the Imphal valley had been built up over the years, Manipur state would definitely not be tenable. That this is the only concern of the communal state government of Manipur has been clearly brought out by Mr. Radhabinod in the August house of the Manipur Assembly."
The UNC claimed that when the British withdrew in 1947, the hill leaders secured incorporation of a clause in page 12 of the Manipur Constitution that provide for the "…right of any section of the Hill People to secede at the end of the five year period ,should conditions within the constitution not be satisfactory." Also, when the integrated Manipur administration of the Hills and the valley started functioning on August 15, 1947 with high handedness of the Meiteis, the "no house tax campaign" was launched in 1948 by the Nagas in Manipur who refused to pay the annual House Tax.
The UNC explained what it stated is the long-standing wish of the Naga people to live together: "The organized expression of the desire of the Naga people to live together continued as a civil movement. The United Naga Integration Council movement of the 1970s, in which the joint agreement signed on 4th Aug.1972, between All India Congress Committee and Manipur Pradesh Congress Committee on one side and United Naga Integration Council on the other side is one of the few instances which is documented and on record. In this agreement, the Congress Party stated that it does not oppose Naga integration movement nor considers the Naga integration movement as anti-party, anti-national, anti-state or an unconstitutional activity. The demand of the Naga people for integration of the contiguous Naga areas into one administrative unit also finds clear mention in the 9 Point Hydari Agreement of 1947 and in the 16 Point Agreement of 1960. Over the years memorandum and representations demanding Naga integration have been persistently submitted and pursued by the Naga people."
The council took strong view that that the July 1, 2010 declaration of the Naga people in Manipur to sever all political ties with the Government of Manipur was not discussed in Manipur Assembly. "Why was it not tabled for discussion? Is it, as always maintained, considered the handiwork of a few organization misled and influenced by the NSCN and therefore to be ignored out rightly? Is the Naga declaration beyond the purview of the Manipur Assembly when it talks about the political severance of ties with the Government of Manipur. Why has the Manipur Assembly not discussed whether the position declared by the Nagas is tenable?"
The council wondered whether the Government of India "endorse the resolution of the Manipur Assembly?" "Will it make an exception to the constitution just because the brute majority of dominant community in the Manipur Assembly demands so? What is the historical basis for a special dispensation, when its 2000 years of history cannot withstand the scrutiny of its own scholars…"

Tribal forum on Manipur sectarianism

Dimapur, July 14 (MExN): The Tribal Peoples' Forum Manipur (TPFM) takes cognizance of "systematically campaign" allegedly by a section of the Meitei community to ignite misunderstanding and conflicts between communities living in Imphal.
"TPFM is not surprised why the Home Department of Manipur Government, where O. Ibobi, who himself is a Meitei is the concerned minister categorically maintaining silence on the projection of one sided story of the bygone ugly scenes of the ethnic clashes events in Manipur at Manipur Press Club," the forum stated in a note today. The forum did not say what the "ugly scenes" were at "Manipur Press Club" or when.
The forum explained in its own words: "The TPFM also not surprises why the so called Meitei civil societies like United Committee Manipur and All Manipur United Clubs Organisations who them claimed working for the integrity and social harmony of Manipur remain a mute spectators. This shows that Meitei chauvinism inhabits a strong importance in their ego-centric world. The really would be hard to absorb, but the truth is that these Meiteis are communal than what it looks and that, strengthened with a very narrow-mindedness, disturb the fabric of their sane reasoning."
The forum queried: "Is Mr. O. Ibobi planning for another such conflict? Is this not a larger game plan of the involved so called Meitei people going haywire? If not why remains a silence and all his jawans commanded to remains mute spectators of these communally intended photos exhibition organised by the one such Meitei civil society? For whose and what interests?"
Stating to condemn "all type of killings," the forum also condemned "any activity that promotes communalism and call upon Mr. O. Ibobi led Government to acts upon those responsible for creating discordant among the different communities."

Manipur Health Department takes up measures to fight JE

Imphal, July 13: Large number of deaths have been reported in Manipur since past few days with patients suffering from symptoms similar to Japanese Encephalitis, the State Health Department said.
Health officials said the blood samples of the patients undergoing treatment and those who died of the disease were sent to the National Institute of Communicable Diseases, New Delhi, but the report confirming the disease had not yet arrived.
Since the past 20 days many patients, mainly from the valley districts of Imphal East, Imphal West, Thoubal and Bishenpur, have been hospitalised due to Acute Encephalitis Syndrome (AES), Y Yaima Singh, Director, Health Services, said.
Abrupt onset of high fever, headache, sometimes with vomiting and diarrhoea, loss of consciousness are the symptoms, he said. "In case of appearance of the above symptoms in an individual, especially between the age group of 1 to 15 years, he must be hospitalised immediately. Chances of recovery from the illness are high in case medical treatment is sought early," he added.
There is no curative drug for the disease, except managing the case symptomatically. Though JE virus is transmitted by mosquito from the wild birds, pigs etc, there is no man to man transmission of the disease. Normally, the majority of the population has protective immunity from low dose infection of the virus, he informed.
"Individuals with weak immunity are vulnerable to the disease. The incidence of JE disease (Japanese Encephalitis) is usually very low in the population at large and, therefore, the public need not necessarily panic," he assured. Malathion fogging operation is being carried out in the vicinity of the affected cases to liquidate the virus-carrying mosquitoes in all districts. Kits to test JE and dengue have also started reaching Imphal. (UNI)

We are not demanding Sixth Schedule: ANSAM

SENAPATI, JUL 13: Even as the All Naga Students' Association, Manipur (ANSAM) 72-hour 'chakka bandh' in Naga areas in Manipur is underway, the Naga students' body clarified in Senapati today that they are 'not' demanding the Sixth Schedule as reported by some media. The ANSAM said since the Naga people have decided

to sever ties with the government of Manipur, the room for demanding the Sixth Schedule does not arise.
The Naga students' body said the ongoing three-day 'chakka bandh' in the districts of Tamenglong, Senapati, Ukhrul and Chandel is in protest against holding of elections to the District Councils in Manipur hills by the Manipur government and for labelling wanted tags on two Naga leaders. Another reason for the protest is against the continuing militarisation in the Naga areas by the state government, it said.
In view of the different views interpreted and presented by media from the statement given prior to the ongoing 72-hour chakka bandh, the ANSAM reiterated that Naga people have already rejected the Manipur (Hill Areas) District Council (3rd Amendment) Act 2008, and subsequently declared the ADC elections, which was conducted under this Act, 'null and void'.
Further, the Naga people under the leadership of United Naga Council (UNC) have made it loud and clear that they have severed all ties with the 'communal government of Manipur'.
Therefore, the question of the demand for the Sixth Schedule, as reported in some media, does not arise here, the students body said.
The background of tribal on 6th Schedule referred in our earlier statement as mentioned was only a reflection of how tribals in Manipur state have been repeatedly suppressed and denied of their inherent rights throughout by the successive state governments during the past many years.
As such, terming the ongoing agitation as a movement of demanding the Sixth Schedule, despite instant clarification, is viewed as an attempt to malign the image of ANSAM thereby diluting and deviate the main issue.
"Yet we would rather be steadfast in our commitment to work for alternative arrangement as desired and decided by the Naga people," the Naga students' body clarified.
The ongoing agitation has been launched in protest against the 'ill attitude' of the State government of Manipur by issuing arrest warrant against the Naga leaders with wanted tags on their heads in response to their role of defending and securing the rights of the people, said the ANSAM.
"The current protest is also in protest against the continued militarization of Naga areas in the guise of maintaining law and order, which otherwise are quite peaceful and secured," it added.
The ANSAM also said imposition of District Council elections and attempt to make District Councils functional in Naga areas against the interest of Naga people have prompted the Naga students to impose the three-day 'chakka bandh' in Naga areas. While appreciating the understanding and co-operation extended by the public during the last 24 hours, the ANSAM once again appealed to all concerned to restrain from travelling in vehicles during the chaka bandh period, failing which they said they will not be responsible for any untoward incident. Union minister of state for HRD, D. Purandeswari Tuesday said out of the reforms undertaken by the centre especially in the context of the northeast, 44 colleges are to be established in the region out of 374 new degree colleges that are to be established all over the country one each in such district, which has Gross Enrolment Ratio (GER) below the national average.
Purandeswari also informed that approval of the Union cabinet has been obtained for the proposed 10 new NITS to be opened in the country during the 11 Five Year Plan of which 6 NITs are proposed to be opened in Nagaland, Arunachal Pradesh, Manipur, Meghalaya, Mizoram and Sikkim.
Speaking at the all India editors' conference held at Guwahati the minister stated that for SSA, in 2010-11, a total outlay of Rs.1767.59 crore has been approved by the Project approval Board for the NE Region. She also highlighted the Mid-day Meal scheme of the government where cooked meals are being provided to all elementary school children (13 crore).
Purandeswari also informed that in order to take up large number of students coming out of elementary schools as a result of the SSA, the government has launched the Rashtriya Madhyamic Shiksha Abhiyan, through which lower secondary schools will be set up every three kilometers and higher secondary schools every five kilometers.
Highlighting the Right to Education Act (RTE), which gives every child in the age group of 6 – 14 years the right to free and compulsory education the minister appealed to the state governments through the media to implement the RTE effectively.
"Education sector of the country is ripe for education reforms, especially in the context of globalization, so that when our children grow up, they are with proper educational skills, able to shoulder the demands of the increasing GDP and able to avail of the burgeoning job sector" she said.
The minister pointed out that the country's higher education Gross Enrolment Ratio (GER) of 12.4 per cent while being commendable considering the largeness and diversity of the country would need to be raised to 30% by 2020, in order to reap the demographic dividend of the country.
She also said that the National Literacy Mission has been recast as "Saakshar Bharat' in the context of government's overall policy aimed at empowerment of women and in recognition of the fact that literacy is a pre-requisite for socio-economic development.

PM orders constant supply of essentials to NE

Prime Minister Manmohan Singh has asked his top officials to ensure constant supply of food grains, fuels and other essentials to northeastern states, officials said here Tuesday.
"The prime minister has asked Cabinet Secretary K.M. Chandrasekhar to personally supervise the supply of food grains, transport fuels and cooking gas and other essentials to northeastern states," a top Tripura government official told IANS. The prime minister held a meeting with officials in New Delhi Monday evening and reviewed the situation of supply of essentials to northeast, the official said.
He also said that the prime minister asked the officials to take steps to build buffer stocks of essential items in northeastern states, especially Manipur and Tripura. Chandrasekhar held a meeting on the issue Saturday through video-conferencing. Union home secretary G.K. Pillai, Tripura chief secretary S.K. Panda, Assam's additional chief secretary N.K. Das and Food Corporation of India (FCI) CMD Syraj Hussain were among the officials with attended the meeting.
Panda told IANS: "After the Saturday's meeting the FCI and Indian Oil Corporation (IOC) have taken urgent steps to supply food grains, fuels and other essentials to northeastern states."
"Railway wagons and trucks loaded with these materials have already reached different locations of Tripura, Manipur and Assam," he said.
Manipur, Tripura, Mizoram, southern Assam and other parts of northeast had been facing shortage of essential items due to road blockades by different protesting organisations and disruption of railway services due to heavy rains in the past two and a half months.
The rail services were restored partially last week.

Govt commits construction of Tipaimukh Dam: CM

Imphal, July 12: State government is committed to go ahead with the controversial Tipaimukh Multi-purpose Project, said the Chief Minister, O Ibobi today in the House during the question of the ongoing budget session.

He also revealed that the improvement works of road and bridges on the stretch of the NH-53 (Imphal-Jiribam section), which was stalled due to necessary realignment with the coming up of Tipaimukh Dam, has started and targeting to complete by March next year to make in all season road.

State government will take up the works at its own effort even if the Centre refused to release fund in the backdrop of necessary realignments, the Chief Minister said.

Central government had stopped releasing funds for the maintenance of the road and bridges on this stretch of highway considering the need for realignment, Ibobi said observing that some portions of the road passing through the Barak River will be submerged once the Tipaimukh dam came up.

In reply to a question raised by opposition leader Radhabinod Koijam of NCP in the House today, government has a commitment to the construction of Tipaimukh Multi-purpose Project as joint venture project between the state government -5%, National Hydro Power Project Corporation (NHPC)-69 percent and Satluj Jal Vidyut Nigam Ltd -26%.

The cost of the project targeting to produce 1500 megawatt is estimated at Rs 8138.79 crore. When the dam is constructed around 275 square kilometer area of land on the Barak basin will be submerged into the water.

The portion of the NH-53 from Barak to Mapou will be submerged into the water. In the backdrop of this, Centre government is reluctant to release funds for development of the highway and when state government request for releasing the fund, it was not taken seriously, Chief Minister, O Ibobi Singh said.

Even though Centre is not providing fund, state government is committed to take up improvement works of the NH-53. Government decided to convert eight small bridges, which will be submerged when the dam came up, into RCC Bridge.
Clarifying on the government decision to take over the maintenance works of NH-53 from the Border Road Organisation (BRO), the chief minister said that it was due to neglected attitude of the BRO. Government is pressing the Union ministry concern to handover the state PWD, he added.

He also criticized the state BRO for lack of maintaining quality in the road improvement works and said that the present deplorable condition at various portion of the highway is due to lack of quality control in boulder lying works.

Earlier, opposition leader Radhabinod asked the House that what step has been taken up by the government to relief the people from non-availability and hiking of prices of goods due to the uncertainty on the two national highways.

Tuckers are refusing to procure the items on the NH-39 and at the same time due to the bad condition, regular traffic on NH-53 is yet to be resuming despite hectic efforts. At this point of time, what the government taken up as alternative means, he asked.

Ibobi says govt firm on implementing Tipaimukh dam, upgrading NH-53

Imphal, July 12: State government has firm decision to implement Tipaimukh Multi Purpose Hydel project said chief minister O Ibobi Singh while replying to the queries made by the opposition leader Radhabinod Koijam during question and Answere hour assembly session today.

The Chief minister further mentioned that, due to the possibilities of effecting the existing portions of both NH-53 and Rail line, realignment of both National Highway-53 and Ral line from Jiri to Tupul are necessary.

Replying the supplementary questions chief minister further mentioned in the house that, for the initiation of construction works for the coming up Tipaimukh project, a Memorandum of Understanding (MoU) was recently signed in between State government, NHPC, SJV& Ltd. Government of India on April 28 this year and the very project has became a joint venture project.

He further said, the Tipaimukh project will have capcity to generate power of 1500 MW and as per esimated during the 2008 the total project cost will be Rs. 8138.79 crores. By the completion of the Tipaimukh project there will be 5 % equity share of power by the state, 69 % by the NHPC and 26% by the SJV & Ltd. Government of Inda.

With the possibilities to rising water level upto level of 175 Meters at the reservoirs there are necessary for the realignment of NH-53 of about 3Km to 3.5Km from Barak to Makru and there will also be possibilities for submerged of about 7/8 small briges into the water once the project is started.

Chief minister further mentioned that, with requirement of huge amount of money for the realignment and constructions of road and bridges above Rs 15 crores will be required and matter has been intimated to the Ministry of Surface Transport to sanction the amount, besides realignment of the Rail lines was completed and new realign route for the Rail lines will shorten about 14 Kms.

Chief minister further mentioned the house that, ven though the Ministry of Surface Transport have stoped sanction the money for the meant of maintaining and repairment of the various portions of NH-53 where there is possibilities to be effected by the coming Tipaimukh project, and it is the must of the state government to envest money for repairing and construction of NH-53 which has been recent chosen as one of the Important life lines of state.

He further mentioned that for maintaining proper transportations along this highway several teams of contractors along with full equipments and adequade manpower have made to station for repiring and cosntrictions of various weathered portion of the National High way-53 at present, state government has also recently introduced new traffic systems in this route for safety of the transporters during the contructions process of this highway he added.

In yet another question raised by the MLA Th Nandakishore Singh of Kshetrigao AC mentioned that, the construction of RCC bridge over the Iril river at Naharup Pangong Makhong was included in the supplemenatry list 2009-10 that have send to the Minsitry of DONER, and the very scheme for the construction of the said bridge will be included in the state priority list on merit basis chief minister added.

Chief minister in a seperate question raised by the MLA, Dr. Ng Bijoy replied that, state government has its policy for garbage disposal for Imphal City.

Chief minister further mentioned the house that, state government under the Jawaharal Nehru National Urban Renewal Mission (JnNURM) started implemented a Solid Waste Treatment Plant at Lamdeng under West District, besides for the interim measures the Imphal Municipal Council in collaboration with four NGOs conducting clearance works for solid waste in different sites and wards under Imphal Municipality at present and and there has no prcess available for the liquid waste management in the state.

Chief minister replying to the supplementary questions raised by the concerned MLA further mentioned in the house today that, delay in the implementation of Solid Waste Treatment Plant at Lamdeng was due to the time taken in the allotment of the sites, and with the finalisation of the site for the very plant the implemenation of the project will start very soon.

Chief minister further mentioned in the house that, state government is considering for the procuring of one incinerator for the quick disposal of solid waste in Imphal City area, he added.

In the meantime, following the completion of question hours for todays' session chief minister O Ibobi Singh leader of the house announced the Business of the house for the week before the house today.(IFP)

Mizoram to take action against extortionists

AIZAWL, July 12 – Mizoram Home Minister R Lalzirliana said that the State Government would take stringent action against people indulging in extortion in the name of voluntary organisations and NGOs.

Addressing a meeting of major NGOs and voluntary organisations here on Friday last, Lalzirliana said that "with too many people who refused to work hard and tried to earn a living by extorting money from businessmen including non-tribals, the peaceful atmosphere in the State has been in peril".

Expressing great concern over the increasing extortion in the State, he said, "the rampant extortion by and in the name of NGOs not only threatened peace, but also brought a bad name to our society and religion."

The Home Minister told the NGO leaders that such people might call it 'donation' but it is sheer extortion and is an offence as per the law.

"It is an offence, a crime, so the government cannot be a mute spectator," he said adding that the law would be enforced by the government against the offenders, however powerful they might be.

The meting was attended by Parliamentary Secretary for Home Lalrinmawia Ralte, Home Secretary Lalmalsawma and leaders of the Young Mizo Association (YMA), Mizo Hmeichhe Insuihkhawm Pawl (MHIP) or Mizo Women Federation, Mizoram Upa Pawl (MUP) of Mizoram Elders association, Mizo Zirlai Pawl (MZP) or Mizo Students Association and the Mizoram Educated Welfare Association (MEWA). – PTI

Chief Minister O Ibobi said around 10 to 20 bridges in Imphal Jiribam road will be completed within March next year

Manipur Chief Minister Okram Ibobi today said that his government is making out all efforts for improvement of the Imphal Jiribam road stretch along the National Highway 53 even as realignment of this route might be taken up after the completion of construction works of the Tipaimukh Project. The chief minister was answering to a question raised by opposition leader Radhabinod Koijam during question hour today in the ongoing monsoon session of the Manipur Legislative Assembly. He however said that the state government has already taken firm stand of taking up the Tipaimukh project which is estimated around Rs. 8,138.79 crores in 2008. The Chief Minister further informed the house that construction work of the project will be jointly taken up by the NHPC, State Government and the SGVL. An agreement in the regard was signed within the three party on 28 April. He also said 3 kilometer road stretch in the highway, i.e., from Makru to Barak will be submerged under water as the water level in the reservoir will increase by 178 meters. However as the constructions for the project will take time the state government felt it necessary to improve the condition of the road. He said improvement of around 10 to 15 bridges along the Imphal Jiribam Road in National Highway 53 will be completed within March next year. He further said the construction works for the bridges have been taken up during this working season. On the other hand contractors have been working days and night for improvement of the road. But it will take some time for turning the 200 kilometer stretch of road into a full time season road.

State to team up with NE neighbours to augment electric power supply

Imphal, July 11: With an objective to have substential increase of power supply in the state, a recent cabinet meeting approved to adopt a composite scheme of development of intrastate transmission and distribution network in the north eastern states as proposed by the Ministry of Power, Government of India.

According to a highly placed source, the Ministry of Power, Government of India, envisages development of transmission and distribution network ranging from 400kv to 33kv systems in NE region including Sikkim and Manipur.

The scheme once implemented will improve the existing system and enhance its liability in the region tremendously. The total costs of the scheme based on third quarter, 2009-PL is Rs 9890.16 crore in total and the state of Manipur will get a possible sanction of Rs 727.67 crores for implementing the said project, the source added.

In fact, all the states in the NE region including Manipur have agreed in principle to participate in the proposed venture earlier, besides the other NE states like Assam, Tripura have already moved ahead for implementation of the scheme.
It may be mentioned that the state government in its cabinet meeting held on June 30 have already agreed the proposal for the implementation of the scheme in the state after availing loan from the World Bank due to the existing financial constraint of the state.

Moreover, installation of 132kv substation under Power Grid Corporation of India Limited, (PGCIL) at Imphal is upgradable to 400kv has been already planned to be connected to Silchar through 400kv D/c line (initially charged at 132kv) as a part of Palltana and Bongaigoan transmission system.

The official source further mentioned that the proposed line would be able to handle about 250 MW of power initially in addition to the present capacity which will be sufficient enough to meet the power demand of the state for the next decade or so. Thus Manipur would be strongly connected with the neighboring states. However, the existing transmission and distribution network in the state which are already weak and more than 20 years old which will be not be able to handle the ever increasing power demands of the state.

It was also further observed officially that the proposed scheme shall ensure a reliable and very strong transmission and distribution network in the state in sufficient to handle the demand for the next 20 years.

It also mentioned that the approved scheme for the state has a components with an estimated cost of Rs 727.67 crores, comprises of stringing of 495km of new 132kv line, installations of four numbers of 132/33kv new substation at Thoubal, Tipaimukh, Tamenglong, Gamphajol including augmentation of existing substation with capacity addition of 185MVA, stringing of 2291km of new 33kv line, installations of 45 numbers of 33/11kv substations including augmentation of existing substations with capacity addition of 244MVA.

The matter has been tabled before the state cabinet meet recently in which it has been elaborated that the component of the loan being state's share to be posed to the World Bank for the scheme which is having a total amount of Rs 618.52 crore which is 85 percent of the project costs which will be the equity of the project which constitute 15 percent of total tentative project costs for Manipur (Rs 727.62 crore).

Out of the proposed World Bank loan of Rs 618.52 crore, according to prevailing policy of the government of India to support the special category like Manipur, a total of Rs 556.67 crore which is 90 percent of the loan amount will be converted as grant and the remaining 10 percent amounting Rs 61.85 crore will remain as loan component of the state.

Considering the feasibility and economical avenues, the scheme has been unanimously approved by the recent cabinet meet of the state government chaired by the chief minister Okram Ibobi Singh.
