‘Anti-India forces given shelter in Myanmar’

GUWAHATI, Jan 30 – Stating that the ensuing 2010 elections in neighbouring Myanmar is equally important for India, particularly North East, Member of Parliament of the Exile Burmese Government Dr Tint Swe today claimed that the existing military regime in Myanmar is giving shelter to 'anti- Indian' armed forces. Indicating that the Military regime in Myanmar is working in tandem with anti-India forces, he appealed to the Ministry of External Affairs (Indian Government) to review its policy on Myanmar.

Dr Swe also said that it would not be right for a country like India to do business or indulge in any bilateral activity with the present regime in Myanmar.

Dr Swe was speaking during a consultation meeting on 2010 election in Myanmar and its implication in North East India held at Guwahati Press Club. The consultation meeting was organized by Burma Centre Delhi and Journalists' Forum, Assam. 

"Both India and China are very important for us and we appeal to them to help restoration of democratic rule in the country," he said, adding, "I am still hopeful that the Indian Government will take a U-turn as far as its stand about Myanmar is concerned."

He, however, took exception to a recent statement allegedly made by the Indian Government when it said India is not going to export democracy. "It's understood that the Indian Government do not want to export democracy but at same time we do not subscribe to them exporting arms to the Military regime," he reasoned.

Myanmar, it may be mentioned, is going to polls tentatively in October after a gap of almost two decades. The last election was held in 1998, though the regime ignored the results and refused to hand over power.

"It is unlikely that the elections would be free and fair and so we are neither opposing nor endorsing the same," he said, adding that the amendment committee has been asked to look into the possibility of amendment in the Constitution. 

The consultation meeting also aimed at creating space for activists and political actors in North East India for restoration of peace, justice and democracy in Myanmar.

Manipur ADC polls likely in April

IMPHAL, Jan 29 – The much awaited elections to the Autonomous District Councils (ADCs) in Manipur's hill districts are likely to be held on April 21 next.

The tentative ADC poll schedule came to light when the matter heard in the Gauhati High Court Imphal Bench following a Public Interest Litigation (PIL) filed by Ngachonmi Chamroy of Ukhrul on behalf of the Indigenous Democratic Front (IDF) after the failure of the State Government to fulfil its promise of holding the ADC polls in April last year.

Advocate General of the State N Kotishwar Singh who appeared for the respondents submitted a copy of the tentative programme of the poll issued by Principal Secretary (Hills) of Manipur L P Gonmei before the double bench of Justice K Meruno and Justice T NK Singh on January 25 last.

As per the tentative programme issued on January 13, drafting and finalisation of the list of polling stations and electoral rolls will be completed by mid-February, while the last date of filing nominations by the prospective candidates has been fixed on March 26. The whole poll process will be completed by April 30, the notification stated. The final schedule would however be drawn up by the State Election Commission which will require the approval of the State Government.

Elections to the six ADCs of Churachandpur, Tamenglong, Sardar Hills, Senapati, Ukhrul and Chandel which should have been held every five years, were last held in 1988 for Senapati and in 1984 for the rest. It has been pending for nearly twenty years following a resolution adopted by the Assembly Hill Areas Committee in December 20, 1990, which stated that elections to the district councils should not be held until and unless the provisions of the 6th Schedule of the Constitution of India are extended to the present district councils.

Ngachonmi Chamroy, President of IDF which has been launching an intense agitation for the holding of the ADC polls said, "We hope that the government sincerely implement the notification by holding of ADC polls for the welfare of the hill people".(AT)

The 10 most dangerous passwords

By their very purpose passwords are aimed to keep us safe. But, there are passwords that are hacker's dream. So, for passwords to save us, we need to have safe passwords. Internet security firm Imperva recently unveiled a list of most commonly used passwords on the Web, which it say are also the most `unsafe' passwords. The list is based on Imperva's analysis of 32 million passwords. Read on to find out the 10 most easily hacked passwords.
123456, 12345: The study reveals that '123456' is the most commonly used password. Imperva found that nearly 1% of the 32 million people it studied were using "123456" as a password. The second most vulnerable password is 12345. Amichai Shulman, of internet security firm Imperva, said, "With only minimal effort, a hacker can gain access to one new account every second -- or 1000 accounts every 17 minutes. "Everyone needs to understand what poor passwords mean in today's world of automated cyber attacks.
123456789: The next most dangerous password according to the study is again combination of digits -- 123456789. Security experts at Imperva suggest taking a sentence and transforming it into a non-existent word. For instance "This little piggy went to market" might become "tlpWENT2m".The fourth most vulnerable password is the word 'Password' itself.
iloveyou, princess: At No 5 on the list of easily hacked password is 'iloveyou'. This is followed by 'princess' at No 6. According to the study, nearly 50% of users used names, slang words, dictionary words or trivial passwords (consecutive digits, adjacent keyboard keys, and so on). Researchers advice mix upper and lower-case letters, numbers and even symbols such as %,* or $.
rockyou, 1234567: 'Rockyou' is at No 7 on the list of easily hackable passwords. The study reveals that almost 60% of users chose their passwords from within a limited set of characters. About 40% of the users use only lowercase characters for their passwords and about another 16% use only digits. Less than 4% of the users use special characters. Rockyou is followed by 1234567 at No 8.
12345678, abc123: Researchers at security firm Imperva advice to use a different password for all sites. Also, the password should contain at least eight characters. The report reveals that just one half of the passwords contained seven or less characters. A staggering 30% of users chose passwords whose length was equal to or below six characters. CDSU returns snatched files

Lamka Jan 21: The Churachandpur District Students Union, CDSU, had returned all files confiscated from Sub Divisional Officers, SDO, office earlier on the grounds that the staffs deputed in it functions from churachandpur Town in a temporary rented house and never move to their place of posting since the year 1997 .
Inspite of the armies presence at all the interior areas officers and staffs of SDO never turned up to their place of posting reportedly citing reasons for lack of security thus putting many peoplein tizzy in this part of the state
As per the agreement dduring the meeting officers and staffs has to worked atleast for a period of 15 days at divisional headquarters in a month
Confirmed sources has stated that the Singngat SDOans staffs has functioned from the 7th of October last thus alleying the problems of villagers in and around the areas on administrative matters besides others
Talking to IFP the SDO Singngat Kh Kunjabihari said earlier that it is his duty to work at his place of posting to help  people .
He said he faced no problems relating to security while maintaining the people are very cooperative and are feeling at home in the areas.(IFP)

KNO to demand Kuki statehood

IMPHAL Jan 21: One amongst the Kuki underground outfit in the Suspension of Operation (SoO), agreement with the government, the Kuki National Organisation, KNO,  has finally announced it objective of the creation of an autonomous Kuki state under the relevent article and provision of the Indian Constitution.
The recent press statement of the oufit said while the state of Manipur observed its 38 Statehood Day today, successive governments' apathy towards the plight of the Kuki people which is going from bad to worse, on account discriminatory policies and step-motherly treatment.
The statement of the KNO further reiterate its standpoint that it would push for the creation of a new state.
But, the KNO was also of the opinion that the volatile nature and ethno-centric politics, or a strong sense of ethno-nationalism in the North East region, cannot be simply ignored by New Delhi.
The statement, further mentioned that, as such, if the Gorkhas of Darjeeling Hills, the Bodos, Kabis, Dimasas of Assam and Garos of Meghalaya voice their their pollitical rights and demand in the form of seperate statehood, why not the Kukis of Manipur, it urged.
The statement said it is doubtful and apprehnsive of the governments' insicerity in redressing the greivances of the ethnic minorities of the region.
In fact, the ill-conceived notions and the wrong policies of New Delhi upon the people of NE region inevitably encourage and sustained the armed movement.
It said the government dismally failed to listen to the demand for seperate statehood spearheaded by the Kuki National Assembly during 60s and 70s through democratic channels and non-violence means.
The statement further mentioned that, today, not only the staccato of bullets and bombs, but the historicity of Zalen-gam ought to be understood and viewed with a rational outlook to dispel unnecessary misconceptions which could possibly arises regarding the Kuki people and their forefathers' land.
The statement further mentioned that, it is noteworthy that the Kuki people in defencse of their forefathers' land and their freedom fought against the British during "Great Kuki Invasion of 1860s and the Kukis Rising of 1917-1919".
In World War-II, in a bid to regain their freedom from British the Kukis sided with Axis Power to which the Indian National  Army was apart, it said.
Unfortunately, today the Kuki people are left behind divided without a "lebensraum" to call their own, nearing to extinction to their culture and identity, therefore, in democratic republic of India, unlike the military regime of Burma, the KNO hopes and is ever ready for an early peaceful political dialoque with the central government the statement added.(IFP)

Manipur to go ahead with Tipaimukh project


IMPHAL, JAN 17 (IANS):
The Manipur government is determined to go ahead with the proposed 1,500-MW Tipaimukh hydel power project that has been opposed by environmental groups and opposition parties in neighbouring Bangladesh.
"No decision has been taken to abandon the project," Manipur Power Minister Phungzathang Tonsing told IANS. "The project is vital for meeting the increasing electricity demand in northeastern India," added Tonsing, who is also chairman of the North East Regional Power Committee (NERPC). 
Last week, Manipur Chief Minister Okram Ibobi Singh said at an NERPC meeting in Imphal that two public sector power utilities -- National Hydroelectric Power Corp (NHPC) and Satluj Jal Vidyut Nigam (SJVN) -- would build the Rs.8,138-crore (Rs.81.38-billion/$1.7-billion) Tipaimukh project. 
"The state and the central governments, along with NHPC and SJVN, have finalised the project. We will go ahead with it." 
Incidentally, at the end of the three-day India visit of Bangladesh Prime Minister Sheikh Hasina last week, a joint communique by the two countries had said: "The prime minister of India reiterated the assurance that India would not take steps on the Tipaimukh project that would adversely impact Bangladesh." 
The project, located on the Barak river in western Manipur, is under attack from opposition parties and environmental groups in Bangladesh, which say it could cause desertification in their country. Part of the Brahmaputra river system, the Barak bifurcates into the Surma and Kushiyara rivers on entering Sylhet district in eastern Bangladesh. 
Bangladesh's opposition leader and former prime minister Begum Khaleda Zia has also asked Prime Minister Manmohan Singh to stop construction of the project. 
Additionally, a 10-member Bangladeshi parliamentary delegation conducted an aerial survey of the Tipaimukh dam last July after opposition over the hydel project's possible ecological impact intensified in Dhaka. Power Minister Sushilkumar Shinde had then told the delegation that the Tipaimukh project was not an irrigation project or a water diversion scheme. 
"He said it was a hydel project and in no way would harm Bangladesh's interest," an official told journalists in Imphal. 
External Affairs Minister S.M. Krishna is also understood to have told his Bangladeshi counterpart Dipu Moni that India would not harm its neighbour's interests. 
The project, said T.C. Borgohain, a senior engineer associated with it, will regulate excess water, and help control floods in Sylhet district of Bangladesh, western Manipur and southern Assam. 
"It will open a new waterway from Haldia port in West Bengal to northeastern India via Bangladesh," Borgohain told IANS, adding: "Water used for generating electricity will be released back into the river." 
The project is awaiting approval of the Cabinet Committee on Economic Affairs (CCEA), and is scheduled for commissioning within 87 months after being cleared. 
The Tipaimukh project, one of the largest in northeastern India, is also facing opposition in the country over fears of displacement of people.

ZRA refutes charges

Lamka Jan 15: Regarding the encounter between certain UG groups which took place on the January 13, the Zomi Re-Unification Organisation based at Ciimnuai issued a press release deeply mourning the demised of their cadres PVT 
Thangminlun@Tiger 30, and Thangzamuan@ Mark 22, in action.
It expressed surprise about the allegation made by the proscribed PLA/RPF that the had attacked its position in a combined action with the Indian Army.
The statement castigated the UGs group's alleged habit of killing innocent tribals including higher ranking officers.
It said it is highly unbecoming for a revolutionary oganisation to adapt the principle of Burmese Military Junta which has been denounced by the international community nowadays and asked certain pertinent questions as to whether the people truly want to replicate the same for a democratic state like Manipur apart from many others. 
The ZRO ultimately urged the proscribed armed groups to stop unprovoked attacks on the ZRA and desist terrorizing the Zomis while stating "Unless they mend their ways, we are afraid that they will fight a losing battle in a foreign soil".
The bitter experienced of the US army in Vietnam must not be forgotten, it said.
"We have every right to defend our land and people everywhere at any time, whether we are under SoO or not" it added.(IFP)


ZRA sets record straight

Lamka, Jan 15: Clarifying the incident in which two ZRA cadres were allegedly killed in an encounter with the RPF, ZRO's secretary Ministry of Information and Publicity, today said the incident was never a combined action or joint operation with the Indian Army but a reactionary action of ZRA mobile force to the repeated threat, intimidation and unprovoked attack of the ZRA - Hiangtam (K) camp. 
"It may be recalled that some valley based UGs have the devilish habit of killing innocent tribals, including high ranking officers, as Christmas Gifts or New Year present. We wonder whether these are an attack on Chiristianity or an attempt to eliminate the tribals," said the ZRA's secretary in his statement. 
Asking whether ZRF outfit really wants to replicate the principles of the Burmese Military Junta, the statement said, it is unbecoming of a revolutionary organization to adapt that principle which has been denounced by the International community. 
Unless the proscribed armed group stop unprovoked attacks on the ZRA and shun terrorizing of Zomis, the outfit will fight the lost battle in a foreign soil like the US Army in Vietnam, it said and added, "We have every right to defend our land and people everywhere at anytime, whether we are under SoO or not."(TSE)

NE power ministers call for more funds

Power ministers of three states including Nagaland, Manipur and Tripura have called for enhancement of fund flow for development of Hydro Power Generation in the region so as to economically uplift the northeast region.
The power ministers who spoke on the last day of the 8th North east Regional Power Committee meeting in Imphal said the region has enough power generation capacity with the hydro potential of the region at about 63,257 MW which comprised almost 70% of the total potential of the country but that only a small fraction of it was being harnessed.
Nagaland power minister, Doshehe Sema said investors from the mainland refused to invest in infrastructure development in the north eastern region due to power problem compounded with bad law and order situation. Seeking to contradict investor' view that northeast people were "very hostile," Doshehe pointed out that the hospitality rate of the people here was "very high."
"They should know this and invest in the development of infrastructures if they wanted to develop the region," he added.
Stating that northeast was not a "land of animals" but "people too settle," Doshehe said investment should be made in the region and be developed so that there could be uniform development.
Refusal on the part of investors to enter in the region has greatly affected the economy as no industries could be taken up. According to the Nagaland minister, there was no industry worth mentioning in the region. He pointed out that the region has plenty of natural resources in respect of water, solar and minerals but they remained a waste. 
He said the state governments could not take up any works to extract these resources as they lacked funds.
Tripura power minister, Manik Dey said one of the major issues of concern to all the states of the region was the limitation of transmission network in the region. It seriously impedes transmission of power from state to the grid and from grid to the state and in matter of inter-state transmission, he stated.
He also expressed hope that the meeting would help in boosting the power transmission system and work coordination among the states of the region as well as with the Power Grid Corporation of India and North Eastern Power Grid Corporation.
Manipur power minister, Phungzathang Tonsing who also spoke at the concluding function of the meeting expressed dissatisfaction with the power scenario in the region stating that it was far below satisfactory.
He said that the present effective capacity of the region was about 2108 MW, out of which, 1268 was from hydro generation and 840 MW from thermal and gas generations.
The projected peak demand in this current month January is about 1818.1 MW, but the projected availability is only 1413.2 MW leaving a deficit of 22.27% in spite of availability of rich hydro and thermal potential, he informed.
He said the major generation and transmission scheme of the northeast region were implemented by the public sector units of the government of India.
"I suggest this forum (meeting) may request the Centre to enhance the fund flow for development of hydro power generation considering the economic upliftment of this poor industry region and reducing power crisis of the country," Manipur power minister said.

Missing taxi driver found murdered in Aizawl

 The decomposed body of missing taxi driver, Chawnghmingthanga (36) who was untraced since December 8 last year was found. The dead body was recovered at Mizoram's Lengpui Airport road today.  Police also arrested the person who killed the driver and sold the taxi. Laltanpuia (23) of Salem Veng in Aizawl was arrested by the police on January 11 and Chawnghmingthanga's dead body was recovered today. 
The news of Chawnghmingthanga missing incident was first noticed on December 8 by his family members, co-drivers and villagers. After an FIR was registered, police alongwith people from various hamlets in Aizawl launched search operation but to no avail. 
Meanwhile, according to the Aizawl police Laltanpuia hired Chawnghmingthanga's taxi and went to Rangvamual area and drank liquor together at Thari's on the fateful night of December 8. Heated argument followed betweem them when Chawnghmingthanga asked for the taxi fare. The argument resulted in the death of the taxi driver. The culprit with the help of a folding knife killed the driver and thrown the body  at Lengpui road.  Laltanpuia changed the number plate of the taxi and re-coloured the taxi after the incident.  Laltanpuia after having done the needed repairing of the taxi including the changing of the number plate and sold it to one Lalhmangaiha of Tuikual in Aizawl and then bought a second hand Maruti car bearing AS 01 G7116. In connection with the brutal murder of taxi driver, Mizoram Taxi Owners Assn, MPCC Driver Welfare and Mizo National Front (MNF) party demanded strong action against the culprit.  Various organisations in the state have condemned the brutal act of Laltanpuia.


NE resolves to work jointly for power supply

 Keeping in mind the need for sustainable power resource in the economic development of the region, the two day long 8th North Eastern Regional Power Committee meeting held here in Imphal has on Tuesday resolved to work jointly to improve power resource mobilization in the North Eastern Region.
Power minister of Nagaland, DY Sema and Tripura, Manik Dey and Manipur, Phungzathang Tonsing also attended apart from officials and engineers of power departments of seven north eastern states, Manipur, Nagaland, Assam, Tripura, Mizoram, Meghalaya and Arunachal Pradesh in the meeting concluded today with state Chief Minister, O Ibobi Singh in the chair.
The meeting prominently discussed on the insufficient in power supply which is directly related with the slow in development passage which in turn affected to the economic development if the region.
Application of micro wave linking system for improving power distribution system and modification of the power distribution system of the NE region and sending for training in foreign countries were resolved in the meeting, the chairman of the committee, Chief Engineer, N Sharat of Manipur electricity department told. 
Speaking on the occasion, Manipur Chief Minister, O Ibobi Singh said that the shortage of power has become a matter of concern of all North Eastern States as the must needed power demand for economic development is growing day by day.
"This has arrested the growth of economy in general and affected the quality of the life of people of this region particularly. The demand will further increase after the completion of the flagship programmes of village electrification under the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) in all the states and after implementation of accerlerated power development reforms programme-II, Ibobi observed and appealed all Central and State government organisations to explore all means to harness the untapped resources of power in the region.
He also informed the gathering that Manipur Government has decided to implement (3x22) 66 MW, Loktak Downstream Hydro Electricity Project from the fiscal year 2010-11 as a joint venture project with NHPC. Tipaimukh HEP (6x 250) MW is also finalized to take up by the state government with NHPC and Satluj Jal Vidyut Nigam Limited.
He further expressed believed that the Central Sector Generating utilities, NEEPCO, NHPC, NTPC and OTPC will maintain strict schedule to commission their ongoing projects like Kameng HEP (600 MW). Lower Subansiri HEP (2000 MW), Bongaigoan (750 MW) and Pallatana (750 MW) respectively within scheduled commissioning time.
The commissioning of these projects at Pallatana and Bongaigoan will definitely improve the much needed base load, improved the thermal-hydro mix and transform the power scenario in the region during the dry seasons, Ibobi added.
The chief minister who talked at length of on the power shortage problems in the region appealed the gathering officials and engineers to co-ordinate each other and jointly effort to improve the power transmission system in the region.

Myanmar okays reopening of Stilwell Road

 GUWAHATI, Jan 10 – Myanmar has agreed to the Indian proposal of reopening the Stilwell Road which is expected to boost business activities in the North East, a press release stated. Nyan Win, the Foreign Minister of Myanmar responding to the request of the Indian Chamber of Commerce (ICC) at the 5th North East Business Summit at Kolkata gave the assurance of reopening the Stilwell Road. 

Agreeing that the distance between India and China would be minimum through the Stilwell Road, Nyan Win asked the Govt of India to take up the road making exercise between Tanai of Myanmar to India. He said that China has already constructed the road upto Tanai. 

"There is a balance portion from Tanai to the Indian border which can now be completed with the support of the Govt of India," said Nyan Win.

Promising to make operational the Ledo Road with the balance portion to be built up with Indian help, Nyan Win expressed that the shortest road to China crossing Kachin State will considerably reduce transportation time between India and China and will make transportation faster and economical.(AT)

Cash-strapped Mizoram Govt to close down schools

 AIZAWL, Jan 10 – Cash-strapped Mizoram Government has decided to abolish schools with ad hoc grant-in-aid. However, the decision is yet to be carried out.

Disclosing this here, Mizoram Home Minister R Lalzirliana said that shortage of funds has been the reason for the State Government to have decided to close down the grant-in-aid schools in the State.

Lalzirliana was speaking at the opening of Congress Bhawan in Aizawl when he disclosed this information. He reasoned that the State Government's move has been to improve education in Mizoram. "These schools were given adhoc grant-in-aid by the erstwhile Zoramthanga-led Mizo National Front (MNF) Ministry during its tenure in the State," said Lalzirliana.

Blaming the MNF of deteriorating the education scenario in the State, Lalzirliana said that the MNF had implemented the adhoc grant-in-aid schools in order to woo voters. "They not only have ruined education, rather they created unstable financial conditions due to large numbers of adhoc grant-in-aid schools in Mizoram," alleged the Home Minister.

The Minister felt that it was better to abolish these schools as most of them are currently running without funds from the government side. He further maintained that MLAs have been instructed to inform and take measures so that no unwanted steps are taken after the government order is issued.

Xmas brings foot and mouth cattle disease to Mizoram

 AIZAWL, Jan 10 – The Animal Husbandry and Veterinary department of Mizoram conducted an inspection on the meat sold here during the Christmas season and found out that out of 500 cows tested, around 100 of the animals suffered from foot and mouth disease.

The cattle were brought from neighbouring Myanmar.

Dr Hmarkunga of Mizoram AH and Veterinary department informed that cows which are affected with foot and mouth disease have been imported from Myanmar for slaughtering during the Christmas and New Year celebrations. 

According to the information received, the experts from the AH&Vety department visited Chite and Mualpui where 500 cows were reared and kept and then transported to Aizawl markets. The department after investigation found that 100 cows were affected with food and mouth disease. 

The authorities concerned advised the consumers to be aware of what meat they are consuming. The authorities, however, assured the people that the concerned departments will try its best that contaminated meat is not sold in the markets.

The AH and Vety department also warned that consuming the diseased meat can affect humans too.

Dr Hmarkunga said that since foot and mouth disease is an airborne disease, it can easily affect humans too. Meat inspectors advised the people to buy beef only from the persons who possesed valid certificates.

The minister Power , Hort & Soil Convtn, Sc & Tech has donated an amount of Rs 1 Lakhs for refreshment while the Singngat MLA T Hangkhanpau and Suanchinpau a contractor have agreed to arrange for 1 JCB and 1 Bulldozer each for preparation of the Tuivel river Bridge diversion which are now on the brink of collapse, and the issue of which has been publicised even in the Imphal Free Press apart from other newspapers.
The DSO / Ccpur, Guite Road Transport Cooperative Society Ltd, Lamka - Aizawl Sumo Service Assn, Ccpur Shatiman Owners Assn, Malwari Society, Bihari and Bengali Traders while declaring their fullest support decided not to rest at there by generously donating either in cash or in kind and in various other capacities.
Meanwhile talking to a number of drivers who have extended the support but refused to be name said inspite of the much talk about development on par with the hills and valleys roads at the hills are in such a deplorable state and such activities like the the protest mass social work is neccessary to be organised.
Where is the government and why such an important roads like the Guite Roads has not been maintained question another while pointing out it is the government which is supposed to take up steps for all this measures without demands being made by the people but inspite of persistent demands it is in this state.
It may be reiterated that apparently yielding to the pressures of the ZSF , CDSU along with many civil societies the Union government through the Ministry of Defence approved the construction of Guite Road with GS Funds but the Govt of Manipur has steadfastly obstructed the handing over of the road to BRO in compliance with the centres approval on flimsy grounds.
For Mass Protest vehicle owners will assemble their vehicles at Ebenezer Academy Campus and at Lamka Public grounds between 2 Pm of 9 and 5 PM of 10 and on the day all intending participants will assemble at the said two places and start moving towards towards the road stretch from 8 am.
The organiser further urged all shop owners to close their shops as a mark of protest of the govts negligence.

Guite Road black day to be observed on Jan 11

Lamka, Jan 8: Upset over the persistent apathy of the Government in fulfilling the public's long wishes of handing over Guite Road to the BRO, various civil societies in the district has planned to observed January 11 as 'Guite Road Black Day' and organize a mass protest social work along the road under the aegis of an 'organising committee'. 
The black day is to show the displeasure of the public to the Government and to reiterate the demand for good road condition. 
In a statement issued following their survey, the ZSF has alleged that the road is deplorable and termed the bridges as 'time bombs', ready to explode any moment. 
Recalling their demand since 2005 and the subsequent Cabinet decision to hand over the entire Guite Road to the BRO in 2006, wherein the Chief Minister himself had cited to the BRO that it is, 'the aspirations of the people of the State and Churachandpur District in particular,' the statement wondered why the Works Department in its notification on June 2009 only specified Singngat-Behiang and Sinzawl- Dialkhai. 
What compelled the State Government to backtrack from its own decision and under what circumstances the Cabinet decision was cancelled or over ruled, it questioned further and demanded to know why, in the Chief Minister's own word, 'the aspirations of the people of the State and Churachandpur District in particular' was sacrificed. 
One of the organisers in the proposed 'black day' organizing committee told The Sangai Express that the Ministry of Defence, GOI has approved to maintain the existing Tedim Road (CCpur-Behiang) and Guite Road (Singngat-Sinzawl-Dialkhai) to CL-9 enhanced specification under GS funding in February 2009, but the Works Department's reluctance to let-off their hands along the road is hindering the execution. 
He went on alleging that the Department has often cited 'balance' in NEC fund for the Guite Road as one of their excuses. 
"If that is so, why the Government has not diverted that fund for other developmental works in the State if not in the district, as was the case for Sinzawl-Dialkhai (NEC Road) instead of sacrificing the popular aspiration", he asked. The works of BRTF on other highways, wherein they were working under the State Government's specification would not be comparable to the works they were about to take-up under GS funding of the Ministry of Defence, 'there is a huge difference,' he added. The organizers also called the black day observance imperative as they alleged that the Government's apathy has crossed the limits of human tolerance and Ngasuan-bridge like tragedy is bound to happen anytime. 
More than 20 people were killed in the Ngasuan tragedy, when a bridge cave-in along with the truck they were traveling. 
All vehicular movement along the Guite Road will, other than those engaged in the programme will be restricted added the organi- zers that called on the general public to contribute one day work for the protest.(TSE)

Class boycott ends, Lup signs truce with govt All under preventive detention in relation to stir released unconditionally, seized properties returned

IMPHAL, Jan 8: The much anticipated moment of the people of the state finally arrived on Friday. Unyielding efforts of the senior citizens of the state ultimately bore fruits. They have finally managed to get the government and Apunba Lup signed a memorandum of understanding, MoU, today to end up the current impasse in the agitation in the aftermath of the July 23 Khwairamband firing.
Not long after reaching the truce, Apunba Lup who has been spearheading the agitation along with AMSU, MSF, KSA and the two JACs of the two victims, today decided to suspend their agitation and informed their class boycott call is over and educational institution can resume normal classes from January 11.
The MoU signed between the conflicting parties said all persons under preventive detention in connection with the protests that followed the July 23 incident would be unconditionally.
It also said all seized materials in operations on the issue would also be released.
Further, adequate compensation would be given to (L) Rabina Devi and the injured as per law, that the state government reassured that all cases of complaints in any of the CI operation would be looked into promptly.
Reciprocally, the Apunba Lup, AMSU, MSF, KSA and the two joint action committee of (L) Sanjit and (L) Rabina agreed to suspend all forms of agitations, including the education boycott call, launched in connection with the above mentioned incidents, with immediate effect.
Altogether 10 representatives including three co-ordinators of the Apunba Lup, presients of AMSU, MSF, KSA, convener and co-convener of the two JACs, represented the agitating groups in the truce signing, while on the government side, the chief minister Okram Ibobi headed the team which included his cabinet colleague Paarijat, Jayenta, Ranjit, Debendra, Biren and DD Thaisii along with chief secretary, DGP, commissioner Home and Advocate general. 
Three members of the senior citizens forum, Khaidem Mani, Prof. Sadananda and N.Binoy, who were the peace brokers in the four month long drama, were also part of the mediation.
The talks started from around 10 am in the morning and lasted till afternoon.
The Senior Citizens' Forum for Society, Manipur, has been actively involved in mediating the talks between the Apunba Lup and the government. The first round of talk was held on October 31 and since then there has been several rounds of talk to deliberate the issue.
In a press meet held this afternoon at the office of Senior Citizens' Forum, Khaidem Mani said that the members of the forum have succeeded in fulfilling the wishes of the general public by ending the impasse which has greatly affected the whole education sector of the state.
He further stated that the forum has been urging both the Lup and the government to soften their stances in the interest of the people of the state and added that they are doing all these things not for any personal benefit or favour from the government.
The senior citizens only wanted the state to be peaceful so as to ensure students proper education in the light of today's highly competitive world, he added. 
The forum has also expressed desire to mediate the dialogue for resolving the present arm conflict which has shattered the tranquility of the state.
Further, the secretary of the senior citizens' forum informed that the annual general body meeting of the forum would be held on January 21 at Singjamei Thongam Leikai.
There would also be discussions on ways to mediate the present arm conflict in the state and its possible solutions.
On the other hand, a statement released by the Working Committee of the Apunba Lup, WCAL, said they decided to suspend their agitation to provide the government with the opportunity to demonstrate its sincerity in initiating necessary action as per the findings of the CBI to which the July 23 case has recently been handed over.
The WCAL release also reiterated that educational institute can now resume normal classes from January 11.
It said that the decision of the state government to hand over the July 23 incident to the CBI is itself an achievement of the peoples' agitation adding that it was a victory.
It held that the agitation has also achieved the objective of exposing to the masses as well as to the world the true colour of the government.
It also profusely thanked the determination and co-operation extended by the people in making the prolonged agitations bear fruit and added that with such endorsement from the people the WCAL felt that the society could be freed from oppressive government functioning behind the mask of democracy.
It also said the failures encountered during the agitation should also serve as lesson for one and all.
The agitation's biggest achievement however is in its success in building unity among among the civil society organization, students bodies and the people, added the WCAL statement.
Further the statement said that although the government has been elected Class boycott ends, Lup signs truce with govt
through peoples' vote however the representatives failed to abide by the rule of law and this amounts to challenging democracy.
It did this blatantly by unleashing a reign of terror by killing at will adding that in the year 2009 alone, around 400 lives had been lost in fake encounters, custodial killing etc filling the land with cries for justice.
It held that it cannot be ruled out that democracy no longer exists in the state as no one is abiding by the rule of law. Even the established law has failed to take action against the chief minister for misleading the highest institution of democracy, the Manipur Assembly. It also failed in hauling up police officers passing on false statements adding even the MLA do not raise any opposition for these acts of demeaning the august House.
All this is covered up in the name of counter insurgency it said.
Further the WCAL extended its apologies for the hardship caused to the people and thank them for their patience in bearing out with teh Apunba Lup in the fight for justice.
If the government is not sincere and tries to cover up the crimes of the guilty, the Apunba Lup would be all ready to embark on another agitation, and it appealed to the people to be prepared to go along with it.(IFP)



Free coaching classes to make up for losses: Jayenta

IMPHAL, Jan 8: The education minister, L. Jayentakumar has announced for a special package including free coaching camps for the students to compensate the losses sufferred during the class boycott stir.
In a press meet held this afternoon at the official quarter, Jayenta said that the impasse prevailing in the education sector for the past four months has ended with the signing of MoU between the government and the Apunba Lup and so also the students should not hesitate to attend regular classes.
He also appealed to parents and guardians of the students along with school transporters to render cooperation to resume classes as soon as possible and added that the government cannot force the school authorities to hold classes on holidays owing to some legal obligations.
He advised the teachers to arrange special classes on holidays voluntarily for the students to cover up the syllabus within a short period of time and added the government would soon take a decision as to whether the private schools would be given some funds for payment of salaries to the teacher.
He also stated that the students would not be given promotion without holding any kind of examination and a new academic calendar similar to that of CBSE would be effective from this year onwards.
In view of the ensuing board examinations, special coaching classes have been arranged to facilitate not only the students of government schools but also other intending students of private schools, he maintained.(IFP)

KCP (MC) Lallumba faction to surrender en-masse today

IMPHAL, JAN 8: Another round of tripartite talks on en masse
surrenders of cadres of KCP (MC) Lallumba faction will be held on
January 9.
Director of Union Ministry of Home Affairs (MHA)–North East-1 who will
represent Union government had arrived here in Imphal on Thursday.
Manipur government had prepared ground rules and other packages to be
offered to the KCP (MC) Lallumba (alias Hitendra) faction since the
last part of 2008 when the faction approached the Union government for
en-masse surrender of its cadres to the government authority.
They approached the government through Assam Rifles authority.
Further, the tripartite talk- Central government- State government-
KCP (MC) Lallumba – will be held at the banquet hall of the 1st
Battalion Manipur Rifles, Imphal. Director of MHA-NE-1, Dr MC
Meghanadhan will attain the meeting in which state government will be
represented by additional chief secretary, PC Lawmkunga and IGP
(intelligence), LM Khoute IPS.
Manipur government had already entrusted state additional chief
secretary and IGP (intelligence) for signing the agreement with the
leaders of the KCP (MC) faction on behalf of the state government. IGP
(intelligence), LM Khoute will also be the chairman of the Joint
Monitoring Group (JMG) after the tripartite agreement apart from
supervising the implementation of the ground rules to be enforced
which would come into effect after the signing of the tripartite
agreement, source said.
The ceasefire between the faction with the Government of India and the
State Government had already started in full swing since the first
round of tripartite talks held at New Delhi in the year 2008. The
chairman of the faction Lallumba had recently claimed that his group
had strength of more than 370 cadres in three separate base camps. A
total of 123 cadres including four female were reportedly staying at
the first base camp, 75 cadres in the second base camp while over 100
cadres in the third base camp which also serves as the training centre
of the outfit.
The faction in January last year declared that Bishnupur,
Churachandpur, Thoubal, Tamenglong, Senapati, Imphal East and Imphal
West districts were the area of operation of the outfit with its
headquarters somewhere in Senapati area. Lallumba @ Hitendra is the
chairman of the faction, Rousow is the general secretary, Johney is
the finance secretary, Naba is the chief of army, Kebi is the
organisation secretary and Prem is the operation commander of the
group.
The scheduled tripartite talk on January 9 will be the fifth rounds of
talks since November 2008 will discuss the modality and package to be
offered to the faction for mass surrender.
Among others, the draft ground rules prepared by the state government
includes payment of Rs.4000 per month to each of the registered cadres
of the KCP (MC) group surrendered to the government as per the
agreement, putting up its cadres at the surrenders rehabilitation
centre being set up at Jiribam sub-division by the state government
were some of the package also included in the draft rehabilitation

Assam Rifles to raise 26 new battalions for border duty

NEW DELHI, JAN 8 (IANS):
Assam Rifles will raise 26 battalions more to check the movement of
militants and criminals through the porous Indo-Myanmar border as its
present strength of 46 battalions is "inadequate", its chief Lt. Gen.
R.S. Yadava said Friday.
"Seeing the vast terrain of the border, we feel that the present
strength is inadequate. We have proposed for raising 26 new
battalions. We have been assured that a decision will be taken by the
year end. We will raise three to four battalions every year and all
these battalions will be deployed along the Indo-Myanmar border,"
Yadava said here.
"In the next ten years, we will have all these battalions. And besides
these, we will also be creating infrastructure like roads and
helipads," he said at the force's 175th Raising Day.
One battalion comprises around 1,000 personnel.
Yadava said the decision on additional battalions was taken keeping in
view that "the northern part of Myanmar is not administered properly
the way it should have been".
"Bad elements and militants keep moving from the other side in search
of a safe haven. We enjoy good relationship with our counterparts in
Myanmar and they are chasing back these people. We meet our
counterparts on monthly basis and exchange useful information with
them," he added.
The Assam Rifles has 46 battalions, of which 15 are deployed along the
1,600-km Indo-Myanmar border.
The newly raised battalions would also be deployed for border duties
while the rest would be reserved for counter-insurgency operations in
the northeastern states.
According to treaties between India and Myanmar, people from Myanmar
can come up to 40 km inside the Indian border for trade, while people
from India can go up to 16 km iside Myanmar. It is often alleged that
drugs and weapons flow to India through the porous border.
Asked about reports of Chinese weapons being smuggled into the
northeast, Yadava said his force has found small weapons with Chinese
markings.
"But it does not have anything to do with insurgency. Some
unauthorised dealers are selling them in the states. The Chinese have
denied their role and even I do not think we can link this to them,"
he added.

UPSC increases Civil Services intake from 580 to 965

NEW DELHI: With the government deciding to recruit more IPS officers to meet growing security needs, the Union Public Service Commission (UPSC) has substantially increased the total intake into the Civil Services from 580 in 2009 to 965 in 2010 -- an increase of 385 seats. 

Though the total vacancies (965) to be filled through the 2010 Civil Services Examination (CSE) will be meant for all 24 services, including IAS, IFS, IPS, IRS and others, the police services will see a major jump in intake. The police services include IPS and Delhi, Andaman and Nicobar, and Puducherry services. 

The decision on increased intake was announced by UPSC through its notification for the CSE-2010 on Saturday. 

In fact, home minister P Chidambaram had in November last year announced the decision "to increase the annual batch size of IPS officers from 130 to 150". 

As Chidambaram said, even the batch of 2009 - which has just taken its CSE (Main) - will see a few more IPS officers when the final result is announced sometime in May. 

In 2008, UPSC had taken 791 candidates, including 120 in IAS, 26 in IFS and 130 in IPS. 

"Since the UPSC notification clearly says that the number of vacancies is liable to alteration, it can easily induct 150 IPS officers through the 2009 CSE," said an official. 

According to the notification, the Preliminary Examination of the CSE for recruitment to the 24 services will be held on May 23. "The number of vacancies to be filled on the results of the examination is expected to be approximately 965," it said, adding the number of vacancies is liable to alteration. 

The decision to increase the intake of IPS officers was taken on the basis of the recommendation of a one-man committee headed by retired IPS officer Kamal Kumar. The report, submitted on October 15 last year, confirmed the home ministry's earlier concerns that there was grave neglect in determining the number of candidates to be recruited to IPS in the CSE during the four-year period 1999-2002. 

"As against the number of 85, only 36 candidates were recruited each year, resulting in a shortfall of 49 candidates a year or a total shortfall of 196 candidates," said an official. 

The report had recommended that the annual recruitment between 2009-10 and 2019-20 be fixed at 130 and that a Limited Competitive Examination may also be conducted for 7 years to recruit an additional 448 candidates. The ministry had, however, subsequently decided to increase the intake from 130 to 150 to meet the shortfall. (TOI)
