CCpur tribals concerned by census overlaps

Lamka, Jul 12 : For the first of its kind in the history of independent India census overlapping has been detected in the 2011 exercises with regards to Manipur s Hill areas where an estimated 72 villages from Jiribam, Sagang ( Kumbi) areas as well as those located at Ccpur in close proximity with Bishenpur to the latter besides so many parts and villages of Chandel and Sadar Hills are to be merged with some valley districts according to a reliable sources .

The source further contended that many of the residents were subjected to double payment of taxes by the state government They paid hill house taxes for being in the areas on the one hand and land revenue for being merged or put under the bounds of valley administration.

Nevertheless, the village inhabitants were not provided any facilities in returned for paying taxes which they are provisionally entitled the sources from a joint students union adds.

Concern over the piecemeal merger of tribal areas overtly or covertly by those in power under the reins of state government Joint Students Union from Ccpur have tried to meet the CM over the issue yet have not been able to meet earlier.
Over the same issue the Joint Students Union convened consultative meetings with various leaders of the district apart from other knowledgeable people and hold press conference .

Spokesperson of the meet at various points of time included Khupsianmung ,from ZEPADA , Letpu from KSO, James from ZSF, Vungzamawi all under the banner of CDSU which has been the apex body that raised various issues concerning the rights and privileges of tribes in the state .

During the meet spokepersons disclose that till 2001 Census the so called overlapping Census with respect to Ccpur have been was enumerated and maintained by the district.

The leaders questioned and express their inability to understand the governments act of making the census enumerators from Bishenpur to conduct the Census Operation 2011 in Ccpur district maintaining the such Adventist posturing of Bishenpur administration is inviting more trouble and has been viewed as a threat to the tribals chieftainship.

The has been so inspit eof the fact that the Directorate of Census , Imphal have issued Census Village Code as well as Enumeration Block Number for each of the village in Ccpur district administration well ahead of time officials sources has said .

In one of the representation submitted to CM of the state the Joint Students Union apprised him that most of the tribal villages areas were established before independent and they maintained their unique existences till date.

It said the village were part and parcel of ccpur district eversince the creation separate administrative circle from Tamenglong and developmental with administrative works have been carried out by ccpur district.

The villages falls under 57/ Henglep, 59/ SAIKOT < !? Khousabung ,20/ Sagang ADC , Tipaimukh areas who are all paying Hill House Taxes to Ccpur district administration the representation has said adding changes or modification of the district boundary /MLA , ADC constituency are never the prerogatives of the district administration.

When census were performed on the basis of revenue collection and mapping systems there overlepping census and overlapping administration in turn causes overlapping census.

Sources adds if the overlapping were allowed to go ahead uncheck the Sagang and Khousabung areas administration and its boundary would be affected and the Samulamlan block will no more exist.(IF)
