Manipur Chief Minister Okram Ibobi today presented budget estimate for the year 2010-11 on the first day of the 8th session of the 9th Manipur Legislative Assembly session. The budget estimation was tabled after the Central government approved the recommendation of the 13th finance commission. The state will received a total of Rs. 13567.50 crores for the year 2010 – 15, an increase of 97% from the one recommended by the 12th finance commission. The chief minister also presented the fiscal deficit of the current year to be around Rs. 282 crores.
While presenting the budget estimation the chief minister however expressed disappointment of not awarding the proposed amount by his government. Government requested for allocation of rupees 22703.38 crores. Chief Minister assured the house that the recommendation will benefit the Panchayat Raj Institutions, Municipalities and the Autonomous District Councils. Earlier, the finance commission had allocated a sum of rupees 55 crores, however the 13th finance commission had allocated a sum of Rs. 315.90 crores for these local bodies. Under the state specific grant the 13th finance commission had approved to award a sum of rupees 84 crores for upgradation of the Manipur Police Training School to Manipur Police Training College. Rupees 8 crores for development of historic kangle ford, rupees 10 crores for improvement repairing of Raj Bhavan, rupees 23 crores for for building infrastructures of police stations in rural and interior part of the state. , rupees 25 crores for development of border area of Moreh, rupees 100 crores as special upgradation grant for sports curriculum and rupees 51 crores for building of infrastructures for the Autonomous district councils.
Chief Minister Okram Ibobi while presenting the budget estimate for the year 2010-11 said total received for the year 2010-11 is around rupees 5965.24 crore , an increase of 13% from the revise estimated of the year 2009-10. He said revenue received is around 5368.27 crores and capital received is 596.97 crores. Total received for state tax and non tax is estimated at around Rs. 288.74 and 456.63 crores rupees. Ibobi said his government is expecting to get rupees 1336.94 crores as non plan grants, an increase of 25% from the revise estimate of 2009-10For the current financial year plan grants including centrally sponsor scheme and central plan assistance is estimated at around rupees 2341.89 crores. Expenditure for the year 2010-11 has been proposed to rupees 5946 crores, an increase of 16% from the revised estimate of the state consolidated fund for the year 2009-10. Out of this a total of rupees 3027.06 has been outlay for non plan. Rs. 2600.00 has been outlay for the state plan. Of the total expenditure rupees 486 crores is for the charged expenditure and the remaining 5479.12 is for the voted expenditure. Revenue expenditure and capital expenditure is estimated at around 4049.75 and Rs. 1896.21 respectively. Total expenditure under the non plan revenue account is estimated at around Rs. 2912.57 crores, an increase of 22 % from the revise estimate of the year 2009-10. Total expenditure for payment of salaries to government employees is estimated at around Rs. 1580.68 crore out of this Rs. 429. 80 crores has been estimated for the police department , Rs. 448.67 crores for the education department and rupees 104.59 crores for the Health department.
The chief Minister also informed the house that the annual plan size for the year 2010-11 has been fixed at rupees 2600, an increase of 30% from previous year. 77 % of the state plan will be finance by the Special Plan Assistance and the Central Plan Assistance. Normal central assistance has been fixed at rupees 706.94.
